ECI directs states, UTs to launch special drive to enrol voters left out of electoral rolls

The Election Commission of India (ECI) has directed states and Union Territories where the Special Intensive Revision (SIR) of electoral rolls has been completed to launch a special drive to identify and enrol eligible voters who may have been left out of the rolls.

The exercise will focus on electors whose names appeared in the pre-SIR electoral roll but are missing from the current roll, along with first-time and young voters who have not yet been enrolled. The directive followed the Commission’s September 29 communication and a meeting with all Chief Electoral Officers (CEOs) on October 1.

The ECI said Booth Level Officers (BLOs) had prepared lists during the SIR enumeration phase of electors classified as Absent, Shifted, Dead and Duplicate (ASDD), along with probable reasons for their non-inclusion. These lists were displayed at Panchayat Bhawans and Urban Local Body offices, shared with Booth Level Agents (BLAs) and political parties, and uploaded on the respective CEO websites.

The Commission said the final electoral rolls reflect deletions made during enumeration as well as additions and deletions following publication of the draft rolls and disposal of claims and objections. It reiterated that voter enrolment is a continuous process and eligible citizens can apply for enrolment even after completion of the SIR.

Under the special drive, BLOs will compare the current roll with the pre-SIR roll and prepare lists of electors whose names have gone missing. They will then conduct house-to-house visits to verify the present status of these electors and facilitate enrolment through Form 6 wherever they are found eligible.

BLOs have been asked to cover at least 20-25 electors every week, with the exercise expected to be completed in about one month. They will record the status of each identified elector and indicate cases where Form 6 has been submitted.

During the visits, BLOs will also facilitate enrolment of other eligible left-out, first-time and young voters. The lists, Form 6 applications and field verification reports will be submitted to the concerned Electoral Registration Officers (EROs), who will take action under the Representation of the People Act, 1950 and the Registration of Electors Rules, 1960.

The ECI has also directed authorities to organise Booth Level Camps, including special camps for people living in night shelters and labour colonies, as well as homeless and marginalised persons. Awareness campaigns will be conducted through educational institutions, local outreach programmes, SVEEP activities and press briefings.

Progress of the drive will be monitored regularly by CEOs, District Election Officers and EROs, with booth-wise lists eventually shared with representatives of recognised political parties.
