Punjab Mining Sector Goes Digital with Launch of PMMS Portal: Barinder Kumar Goyal

Punjab Mines and Geology Minister Barinder Kumar Goyal on Monday launched the Punjab Mining Management System (PMMS) Portal at Punjab Bhawan, marking a major move towards digitising mining operations and strengthening transparency, accountability and real-time monitoring in the state’s mining sector.

The minister said the integrated digital platform would bring the entire mining ecosystem under one framework, enabling end-to-end tracking of activities from mineral extraction at mining sites to transportation, movement through check posts, processing at crusher units and final delivery to consumers.

Goyal said the Bhagwant Mann-led Punjab government has adopted technology-based reforms to improve efficiency and monitoring in the mining sector. He added that annual mining revenue in the state has increased from around Rs 250 crore earlier to more than Rs 825 crore.

The minister said the PMMS Portal would replace manual and fragmented processes with a centralised digital system, providing real-time information, improving record management and enabling faster decision-making.

Explaining the features of the portal, Goyal said the platform would cover the complete mining lifecycle, beginning with scientific planning under the District Survey Report (DSR), followed by applications, environmental clearances and operational approvals.

All records related to mining sites, from commencement to closure, will be digitally maintained. The system will also provide updated information on operational and non-operational mining sites along with permissible mineral extraction limits.

The minister said the portal would create a digital trail of applications, technical assessments and agreements, helping strengthen accountability and public confidence in mining regulation.

He added that smart interstate check posts equipped with FASTag, Automatic Number Plate Recognition (ANPR) cameras and Radio Frequency Identification (RFID) technology would enable automated verification and monitoring of mineral-carrying vehicles entering Punjab.

Crusher units have also been integrated into the digital system. Smart electricity meters linked with Punjab State Power Corporation Limited (PSPCL) will help assess production levels based on electricity consumption, reducing chances of under-reporting.

Crusher owners will be able to track raw material stocks, maintain finished product records and submit monthly returns through a live dashboard.

Goyal said the portal would also simplify the process of issuing short-term permits, including K-Permits for brick kilns, K-1 permits for road construction and K-2 permits for basement excavation, reducing paperwork and repeated visits to government offices.

The system will also integrate mining vehicles and machinery with the VAHAN Portal to ensure that only authorised vehicles are used for mineral transportation.

Highlighting the financial features, Goyal said the PMMS Portal has been connected with the Integrated Financial Management System (IFMS) through a secure payment gateway. Royalty, fees and penalties will be deposited directly into government accounts through real-time digital transactions.

The minister said the portal, developed by the National Informatics Centre (NIC), will be implemented in two phases. Phase-I, launched on Monday, covers major mining modules and will process all new applications digitally, while existing cases will be migrated through legacy data integration.

Phase-II, covering crusher and interstate modules, will be launched on August 20, completing the digitisation of key regulatory and service delivery functions of the Mines and Geology Department.

Goyal thanked NIC and department officials for developing the integrated platform.

Those present on the occasion included Additional Chief Secretary (Mining) Jaspreet Talwar, Director (Mining) B. Srinivasan, Chief Engineer (Mining) S. Hardeep Singh Mendiratta, NIC officials and senior officers of the Mines and Geology Department.
