UNITED SIKHS issues this statement to address misinformation on social media and trucker chat platforms in connection with false claims that “nondomicile” Commercial Driver’s Licenses (CDLs), cancelled on April 1, 2026, would be immediately reinstated.
On April 14, 2026, the Indiana Bureau of Motor Vehicles (IBMV) General Counsel, Matthew Kestian, on a call with UNITED SIKHS Chief Legal Officer, Wanda Sanchez Day and other attorneys working with UNITED SIKHS, denied that nondomiciled CDLs canceled effective April 1, 2026, pursuant to Indiana state law HEA 1200, will be categorically reinstated at this time.
Third parties falsely asserted on social media and CDL driver chat groups that the Governor of Indiana would immediately reinstate the canceled nondomicile commercial licenses. However, the BMV’s General Counsel denied these allegations and stated that they are not grounded in law.
“This is particularly true because the Indiana legislature authorized the cancellations by enacting HEA 1200 on March 12, 2026. HEA 1200 was signed into law by the Indiana Governor. Any reversal would require Indiana legislative action or possibly the invalidation of the Federal Motor Carrier Administration’s (FMCSA) 2026 new final rule, which is currently being challenged in a Washington, DC court,” stated UNITED SIKHS’ Chief Legal Officer. “As of today, neither of these actions has occurred,” she said.
In the past weeks, UNITED SIKHS circulated social media alerts recommending that nondomiciled drivers who received notices of cancellation request a material review by following the instructions in the cancellation letter. We have confirmed that the IBMV is now reviewing those requests on a first-come, first-served basis. “We encouraged each driver who received the notice of cancellation to request a review of the April 1, 2026, cancellation while there is an opportunity to do so and until further notice from IBMV,” said Ms. Sanchez Day.
Finally, individuals who have Legal Permanent Resident (LPR) status are not affected by the Federal Motor Carrier Safety Administration (FMCSA) new rule that went into effect on March 16, 2026.
LPRs are also not affected by the Indiana statute (HEA 1200) mandating that nondomicile CDLs be canceled as of April 1, 2026. Persons with LPR status continue to be eligible to obtain a standard (domiciled) CDL in Indiana if they meet all other eligibility requirements.
