In a significant administrative development, the Enforcement Directorate (ED) has transferred its senior-most officer posted in Jalandhar, Ravi Tewari, to Chennai, days after the agency issued summons to former Punjab Chief Minister and senior BJP leader Capt Amarinder Singh and his son Raninder Singh in connection with an alleged violation of the Foreign Exchange Management Act (FEMA).
Tewari, an Indian Revenue Service (IRS) officer of the 2009 batch, was serving as Additional Director and heading the ED’s Jalandhar office. He has now been replaced by Additional Director Dinesh Pachauri, who will assume charge of the unit.
Transfer Comes Shortly After High-Profile Summons
The transfer assumes significance as it comes shortly after the ED summoned Capt Amarinder Singh and Raninder Singh in connection with an ongoing probe related to alleged overseas financial transactions.
Capt Amarinder Singh was asked to appear before the ED’s Jalandhar office on February 12, 2026, while Raninder Singh was summoned a day earlier. However, both could not appear, as the former Chief Minister is currently admitted to a private hospital in Mohali for knee-related medical treatment and surgery.
Sources in the agency indicated that the investigation pertains to alleged foreign asset disclosures and financial transactions linked to overseas entities, including alleged fund movements to Switzerland and the creation of the Jacaranda Trust and related entities in offshore jurisdictions.
Officer Had Joined Jalandhar Office in 2023
Ravi Tewari had assumed charge as Additional Director at the ED’s Jalandhar office in September 2023 and was overseeing several sensitive financial investigations in the region, including the ongoing FEMA probe involving Amarinder Singh and his son.
Though the ED has not officially stated the reason for the transfer, the timing has drawn attention in political and administrative circles due to its proximity to the high-profile summons.
Political Reactions and Context
The summons issued to Capt Amarinder Singh, who is a member of the Bharatiya Janata Party National Executive, had already triggered strong political reactions in Punjab.
Senior Congress leader Bhupesh Baghel, who is in charge of Punjab affairs, had stated that if Amarinder Singh expressed willingness to return to the Congress party, the matter could be considered by the party leadership.
Punjab Congress leader Pargat Singh also questioned the timing of the ED action, alleging that central agencies were being used to exert pressure on political leaders.
Meanwhile, Raninder Singh, reacting to the summons, stated publicly that he and his family would cooperate fully with investigative agencies and expressed faith in the legal process.
Long-Running Probe Linked to Overseas Assets
The ED investigation is reportedly linked to earlier inquiries initiated on the basis of findings by the Income Tax Department, which had examined alleged foreign assets and financial transactions involving Raninder Singh.
He was previously questioned by the ED in July 2016 and November 2020 as part of the ongoing investigation.
Officials said the probe is continuing in accordance with legal procedures, and further developments are expected in due course.
