ਨਵੀਂ ਦਿੱਲੀ, 23 ਜੁਲਾਈ, 2021:
ਜੰਤਰ-ਮੰਤਰ ਵਿਖੇ ਸੰਯੁਕਤ ਕਿਸਾਨ ਮੋਰਚਾ ਨਾਲ ਜੁੜੇ 200 ਕਿਸਾਨਾਂ ਨੇ ਦੂਜੇ ਦਿਨ ਕਿਸਾਨ-ਸੰਸਦ ਵਿੱਚ ਸ਼ਮੂਲੀਅਤ ਕੀਤੀ। ਜਿਵੇਂ ਕਿ ਪਹਿਲਾਂ ਐਲਾਨ ਕੀਤਾ ਗਿਆ ਹੈ, ਹਰ ਚੀਜ਼ ਵਿਵਸਥਿਤ, ਅਨੁਸ਼ਾਸਿਤ ਅਤੇ ਸ਼ਾਂਤਮਈ ਸੀ।
ਅੱਜ ਦੀ ਕਾਰਵਾਈ ਵਿੱਚ ਇੱਕ ਪ੍ਰਸ਼ਨ-ਕਾਲ ਸ਼ਾਮਲ ਸੀ ਅਤੇ ਬਹਿਸ ਏਪੀਐਮਸੀ ਬਾਈਪਾਸ ਐਕਟ ਦੇ ਦੁਆਲੇ ਕੱਲ੍ਹ ਦੀ ਬਹਿਸ ਦੇ ਜਾਰੀ ਵਿੱਚ ਕੇਂਦਰਿਤ ਸੀ। ਇੱਥੇ ਕਿਸਾਨ-ਸੰਸਦ ਦੇ ਖੇਤੀਬਾੜੀ ਮੰਤਰੀ ਵੱਲੋਂ ਅਸਤੀਫਾ ਵੀ ਦਿੱਤਾ ਗਿਆ, ਜਿਸ ਦਾ ਅੱਜ ਕਿਸਾਨ ਸੰਸਦ ਵਿੱਚ ਐਲਾਨ ਕੀਤਾ ਗਿਆ।
ਸੰਸਦ ਨੇ ਏਪੀਐਮਸੀ ਬਾਈਪਾਸ ਐਕਟ ‘ਤੇ ਦੋ ਦਿਨਾਂ ਲਈ ਬਹਿਸ ਦੇ ਅੰਤ’ ਤੇ ਇਕ ਸਰਬਸੰਮਤੀ ਨਾਲ ਮਤਾ ਪਾਸ ਕੀਤਾ। ਮਤੇ ਵਿੱਚ ਕੇਂਦਰੀ ਐਕਟ ਨੂੰ ਤੁਰੰਤ ਰੱਦ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ ਗਈ ਅਤੇ ਰਾਜ ਸਰਕਾਰਾਂ ਨੂੰ ਅਜਿਹੇ ਸੁਧਾਰ ਲਿਆਉਣ ਲਈ ਕਿਹਾ ਗਿਆ, ਜੋ ਕਿਸਾਨੀ ਦੇ ਹਿੱਤਾਂ ਦੀ ਰਾਖੀ ਕਰੇ।
ਦੋ ਦਿਨਾਂ ਦੀ ਕਾਰਵਾਈ ਤੋਂ ਬਾਅਦ ਵਿਰੋਧ ਕਰ ਰਹੇ ਕਿਸਾਨਾਂ ਨੇ ਕਈ ਝੂਠੇ ਦੋਸ਼ਾਂ ਦਾ ਖੰਡਨ ਕੀਤਾ ਜੋ ਉਨ੍ਹਾਂ ‘ਤੇ ਪਿਛਲੇ ਕਈ ਮਹੀਨਿਆਂ ਤੋਂ ਲਗਾਏ ਜਾ ਰਹੇ ਹਨ – ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਕਾਨੂੰਨਾਂ ਬਾਰੇ ਜਾਗਰੂਕ ਕਰਨ ਦੀ ਜ਼ਰੂਰਤ ਹੈ। ਕਿਸਾਨ ਸੰਸਦ ਦੀ ਦੋ ਦਿਨਾਂ ਦੀ ਕਾਰਵਾਈ ਨੇ ਇੱਕ ਵਾਰ ਫਿਰ ਭਾਜਪਾ-ਆਰਐਸਐਸ ਦੀਆਂ ਤਾਕਤਾਂ ਦੀ ਕਿਸਾਨਾਂ ਨੂੰ ਬਦਨਾਮ ਕਰਨ ਦੀਆਂ ਸਾਜ਼ਿਸ਼ਾਂ ਦਾ ਪਰਦਾਫਾਸ਼ ਕੀਤਾ ਹੈ।
ਭਾਰਤ ਦੀ ਸੰਸਦ ਦੇ ਅੰਦਰ ਖੇਤੀ ਕਾਨੂੰਨਾਂ ਅਤੇ ਕਿਸਾਨਾਂ ਦੇ ਅਣਮਿੱਥੇ ਸਮੇਂ ਦੇ ਵਿਰੋਧ ਦਾ ਮੁੱਦਾ ਕਈ ਸੰਸਦ ਮੈਂਬਰਾਂ ਨੇ ਪਾਰਟੀ ਦੀਆਂ ਲੀਹਾਂ ਤੋਂ ਪਾਰ ਜਾ ਕੇ ਮਹਾਤਮਾ ਗਾਂਧੀ ਜੀ ਦੇ ਬੁੱਤ ‘ਤੇ ਅੱਜ ਇਕ ਵਾਰ ਫਿਰ ਕਈ ਸੰਸਦ ਮੈਂਬਰਾਂ ਦੁਆਰਾ ਰੋਸ ਪ੍ਰਦਰਸ਼ਨ ਕੀਤਾ ਗਿਆ। ਕੇਂਦਰੀ ਖੇਤੀਬਾੜੀ ਮੰਤਰੀ ਦਾ ਫਿਰ ਤੋਂ ਉਨ੍ਹਾਂ ਤਖ਼ਤੀਆਂ ਨਾਲ ਸਵਾਗਤ ਕੀਤਾ ਗਿਆ ਜਿਨ੍ਹਾਂ ਨੇ ਸਿੱਧੇ ਤੌਰ ‘ਤੇ ਸੰਸਦ ਅਤੇ ਸਰਕਾਰ ਨੂੰ ਕਿਸਾਨੀ ਅੰਦੋਲਨ ਦੇ ਸੰਦੇਸ਼ ਦਿੱਤੇ ਸਨ। ਬਹੁਤ ਸਾਰੇ ਸੰਸਦ ਮੈਂਬਰ ਪਹਿਲਾਂ ਹੀ ਸੰਸਦ ਵਿੱਚ ਕਈ ਅੰਦੋਲਨ ਦੀਆਂ ਚਾਲਾਂ ਨੂੰ ਲੈ ਕੇ, ਕਿਸਾਨ ਅੰਦੋਲਨ ਦੇ ਸਮਰਥਨ ਵਿੱਚ, ਅਤੇ ਕਈਆਂ ਨੂੰ ਰੱਦ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਚਾਰੇ ਪਾਸਿਓਂ ਤਣਾਅਪੂਰਨ ਮਹਿਸੂਸ ਕਰਦਿਆਂ, ਖੇਤੀਬਾੜੀ ਮੰਤਰੀ ਨੇ ਕਥਿਤ ਤੌਰ ‘ਤੇ ਕਿਹਾ ਹੈ ਕਿ ਸਰਕਾਰ’ ਜੇਕਰ ਉਹ ਕੋਈ ਪ੍ਰਸਤਾਵ ਲੈ ਕੇ ਆਉਂਦੀ ਹੈ, ਤਾਂ ਕਿਸਾਨਾਂ ਨਾਲ ਗੱਲਬਾਤ ਕਰਨ ਲਈ ਤਿਆਰ ਹੈ ‘।
ਇਸ ਤਜਵੀਜ਼ ਨੂੰ ਕਈ ਮਹੀਨੇ ਪਹਿਲਾਂ ਹੀ ਕਿਸਾਨਾਂ ਨੇ ਟੇਬਲ ‘ਤੇ ਪਾ ਦਿੱਤਾ ਹੈ। ਇਹ ਸਮਾਂ ਆ ਗਿਆ ਹੈ ਕਿ ਮੋਦੀ ਸਰਕਾਰ ਆਪਣੇ ਆਪ ਨੂੰ ਇਸ ਸਧਾਰਣ ਹਕੀਕਤ ਨਾਲ ਪੂਰੀ ਤਰਾਂ ਮੇਲ-ਮਿਲਾਪ ਕਰੇਗੀ – 3 ਕਾਲੇ ਕਾਨੂੰਨਾਂ ਨੂੰ ਪੂਰੀ ਤਰ੍ਹਾਂ ਰੱਦ ਕੀਤੇ ਬਿਨਾਂ, ਅਤੇ ਸਾਰੇ ਕਿਸਾਨਾਂ ਲਈ ਕਾਨੂੰਨੀ ਗਾਰੰਟੀ ਵਜੋਂ ਐਮਐਸਪੀ ਨੂੰ ਸੁਰੱਖਿਅਤ ਕੀਤੇ ਬਿਨਾਂ ਕਿਸਾਨ ਪਿੱਛੇ ਨਹੀਂ ਹਟਣਗੇ ਅਤੇ ਆਪਣੇ ਘਰ ਵਾਪਸ ਨਹੀਂ ਜਾਣਗੇ। ਮੌਜੂਦਾ ਅੰਦੋਲਨ ਦਾ ਮਤਾ ਸਿਰਫ ਇਸ ਦੇ ਜ਼ਰੀਏ ਹੈ ਅਤੇ ਸਰਕਾਰ ਅੱਜ ਤੱਕ ਇਸ ਨੂੰ ਮਾਨਤਾ ਨਹੀਂ ਦਿੰਦੀ, ਅੰਦੋਲਨ ਵਿਚ ਗੁਆਚੇ ਸੈਂਕੜੇ ਕਿਸਾਨਾਂ ਦੀਆਂ ਜਾਨਾਂ ਲਈ ਜ਼ਿੰਮੇਵਾਰ ਹੈ।
ਸੰਯੁਕਤ ਕਿਸਾਨ ਮੋਰਚਾ ਮੰਤਰੀ ਮੀਨਾਕਸ਼ੀ ਲੇਖੀ ਦੁਆਰਾ – ਦੇਸ਼ ਨੂੰ ਜੀਉਂਦਾ ਅਤੇ ਪ੍ਰਭੂਸੱਤਾ ਬਣਾਈ ਰੱਖਣ ਵਾਲੇ ਅੰਨਦਾਤਿਆਂ ਦੀ ਬੇਇੱਜ਼ਤੀ ਦੀ ਸਖਤ ਨਿੰਦਾ ਕਰਦਾ ਹੈ। ਉਸ ਨੇ ਅਪਮਾਨਜਨਕ ਅਤੇ ਜਬਰਦਸਤ ਰਵੱਈਏ ਨੂੰ ਪ੍ਰਦਰਸ਼ਿਤ ਕੀਤਾ ਕਿ ਭਾਜਪਾ ਸਰਕਾਰ ਸ਼ੁਰੂ ਤੋਂ ਹੀ ਕਿਸਾਨ ਅੰਦੋਲਨ ਨੂੰ ਦਰਸਾਉਂਦੀ ਰਹੀ ਹੈ। ਐਸਕੇਐਮ ਨੇ ਦੇਸ਼ ਦੇ ਕਿਸਾਨਾਂ ਪ੍ਰਤੀ ਨਵੇਂ ਮੰਤਰੀ ਦੇ ਰਵੱਈਏ ਦੀ ਸਖਤ ਨਿੰਦਾ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਇਹ ਪੂਰੀ ਤਰ੍ਹਾਂ ਮੁਨਾਸਿਬ ਹੈ। ਐਸਕੇਐਮ ਨੇ ਇਹ ਵੀ ਦੱਸਿਆ ਕਿ ਸਰਕਾਰ ਹਰ ਮੌਕੇ ‘ਤੇ ਕਿਸਾਨੀ ਨੂੰ ਬਦਨਾਮ ਕਰਨ ਦੀ ਸਖਤ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਹੀ ਹੈ। ਕੱਲ੍ਹ, ਇੱਕ ਮੀਡੀਆ ਵਿਅਕਤੀ ਦੇ ਸਰੀਰ ‘ਤੇ ਹੋਈ ਸੱਟ ਦਾ ਦੋਸ਼ ਕਿਸਾਨਾਂ’ ਤੇ ਲਗਾਇਆ ਗਿਆ, ਜਦੋਂ ਕਿ ਇਹ ਪਤਾ ਚਲਿਆ ਕਿ ਇਹ ਦੋ ਮੀਡੀਆ ਵਿਅਕਤੀਆਂ ਵਿਚਕਾਰ ਇੱਕ ਕੁੱਟਮਾਰ ਸੀ , ਜਿਸ ਕਾਰਨ ਇਹ ਮੰਦਭਾਗੀ ਸੱਟ ਲੱਗੀ!
ਸਿਰਸਾ ਵਿੱਚ, ਸੰਯੁਕਤ ਕਿਸਾਨ ਮੋਰਚਾ ਆਪਣੀ ਸੱਤਿਆਗ੍ਰਹਿ ਵਿੱਚ ਇੱਕ ਵਾਰ ਫਿਰ ਸਫਲ ਰਿਹਾ, ਜਿਸ ਨਾਲ ਹਰਿਆਣਾ ਪ੍ਰਸ਼ਾਸਨ ਨੂੰ ਇਸ ਦੇ ਝੂਠੇ ਅਤੇ ਅਸਮਰੱਥ ਕੇਸਾਂ ਤੋਂ ਪਿੱਛੇ ਹਟਾਇਆ ਜਾਵੇ। ਗ੍ਰਿਫਤਾਰ ਕੀਤੇ ਗਏ ਪੰਜ ਕਿਸਾਨਾਂ ਨੂੰ ਜ਼ਮਾਨਤ ‘ਤੇ ਰਿਹਾ ਕਰ ਦਿੱਤਾ ਗਿਆ ਅਤੇ ਇਸ ਤੋਂ ਬਾਅਦ ਸਰਦਾਰ ਬਲਦੇਵ ਸਿੰਘ ਸਿਰਸਾ ਨੇ ਪੰਜ ਦਿਨਾਂ ਬਾਅਦ ਆਪਣੀ ਭੁੱਖ ਮਰਨ ਵਰਤ ਖ਼ਤਮ ਕਰ ਦਿੱਤੀ। ਹਿਸਾਰ, ਟੋਹਾਣਾ ਅਤੇ ਸਿਰਸਾ ਦੇ ਸਮਾਗਮਾਂ ਵਿਚ ਰਾਜਧਾਨੀ, ਕਤਲ ਦੀ ਕੋਸ਼ਿਸ਼ ਅਤੇ ਹੋਰ ਗੰਭੀਰ ਦੋਸ਼ਾਂ ਦੇ ਨਾਮ ਤੇ ਝੂਠੇ ਕੇਸਾਂ ਨੂੰ ਨਾਕਾਮ ਕਰਨ ਦੀਆਂ ਕੋਸ਼ਿਸ਼ਾਂ ਵਿਚ ਹਰਿਆਣਾ ਸਰਕਾਰ ਦੀਆਂ ਵਾਰ ਵਾਰ ਕੀਤੀਆਂ ਕੋਸ਼ਿਸ਼ਾਂ ਅਤੇ ਕਿਸਾਨੀ ਅੰਦੋਲਨ ਦੀ ਸੱਤਿਆਗ੍ਰਹਿ ਦੀ ਵਾਰ-ਵਾਰ ਸਫਲਤਾ ਦਰਸਾਉਂਦੀ ਹੈ। .
ਸੰਯੁਕਤ ਕਿਸਾਨ ਮੋਰਚਾ ਨੋਟ ਕਰਦਾ ਹੈ ਕਿ ਸਰਕਾਰ ਵੱਲੋਂ ਇਸ ਸੈਸ਼ਨ ਵਿੱਚ ਬਿਜਲੀ ਸੋਧ ਬਿੱਲ 2021 ਨੂੰ ਕਾਰੋਬਾਰ ਲਈ ਸੂਚੀਬੱਧ ਕੀਤਾ ਗਿਆ ਹੈ। ਐਸ ਕੇ ਐਮ ਨੇ ਸਰਕਾਰ ਨੂੰ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਹੈ ਕਿ ਕਿਸਾਨੀ ਪ੍ਰਤੀਨਿਧੀਆਂ ਨਾਲ ਰਸਮੀ ਗੱਲਬਾਤ ਦੌਰਾਨ ਪਹਿਲਾਂ ਤੋਂ ਕੀਤੀ ਵਚਨਬੱਧਤਾ ਨੂੰ ਮੁੜ ਤੋਂ ਬਦਲਿਆ ਜਾਵੇ।
Resolution passed by the House in Kisan Sansad (23-07-2021)*
Based on the deliberations in the Kisan Sansad on July 22nd and 23rd:
1. Having clearly shown that the provisions of the APMC Bypass Act are designed to favour agribusiness companies and traders at the expense of farmers’ interests, by dismantling existing regulation and oversight mechanisms, and will lead to domination of agricultural markets by big corporates;
2. Having noted the adverse experience of the operation of APMC Bypass Act from June 2020 to January 2021, where farmers suffered losses of crores of rupees due to non-payment and fraud by unregistered traders, where the purchases by traders and companies at most APMC mandis dropped by more than half, and where large number of APMC mandis suffered massive losses pushing them to the verge of closing down;
3. Having concluded that the APMC Bypass Act will lead to closure of most mandis in due time because of the corporates and traders flocking to the unregulated “trade areas” created by the Act;
4. Having heard from farmers that they need a much higher number of operating mandis not less mandis, and need the government to invest in developing public marketing and storage facilities and not leave them in the clutches of the corporates;
5. Having understood that as per the Centre’s own presentation in July 2019, majority of State governments have already taken steps that damage the APMC market system, and that any further changes in marketing system should be done keeping farmers’ interests in mind and under the auspices of the State governments which are more accessible and accountable to the farmers;
6. Having understood that through the APMC Bypass Act, the Centre has usurped the powers of the State government, undermining the Constitution and democratic functioning;
The Kisan Sansad resolves that:
A. The APMC Bypass Act brought in September 2020 should be immediately repealed by the Parliament; the Farmers’ Parliament repeals this Act, and orders the Parliament to do the same.
B. The State governments, in consultation with farmer unions, should strengthen the marketing and storage facilities for farmers, bring improvements in mandi system to facilitate more transparency, easier participation of more small traders, women farmers and farmers without land pattas, and an end to unfair and anti-competitive practices, to establish more mandis so that every farmer has access to a mandi within 10 km; and the Centre should help in financing such improvements rather than take away the power from the States.
