Senior Congress leader Sam Pitroda has called for a new global constitution and international institutions to address emerging challenges such as artificial intelligence, equality and climate change, arguing that the international order established after World War II has become outdated.
In an exclusive interview with IANS, Pitroda said the world had evolved into a networked system with multiple centres of power and could no longer be organised around the dominance of a single country.
“I think we need a new design of the world. World was last designed after World War II,” he said, referring to the creation of institutions such as the United Nations, World Bank, International Monetary Fund, World Trade Organization and World Health Organization, as well as NATO.
“That design doesn’t work anymore,” he said.
Pitroda said global discussions were increasingly dominated by the strategic rivalry between the US and China, while insufficient attention was being paid to the need for a broader restructuring of international institutions.
“Today we are fighting for the global power, either US or China. There is confrontation between China and US, but nobody says, wait a minute, you don’t need one global power anymore,” he said.
Describing the world as “networked”, Pitroda argued for an international system based on multiple global powers rather than a single dominant power.
He said the international community had failed to establish major institutions capable of dealing with newer global challenges.
“In 80 years, we have not created one single new global institution of the kind of UN,” he said, calling for institutions focused specifically on AI and equality.
Pitroda proposed a global constitution built around a limited number of universally accepted principles, including human development, climate action, peaceful conflict resolution, non-violence, equality, equity and the role of women.
“If we agree on 20 issues, that’s the beginning of a global constitution, that everybody will follow that,” he said.
He argued that national borders had become less relevant in addressing many contemporary challenges, but said political leaders lacked the will to redesign the global system.
“World is in trouble, world is at crossroads because the design that we created 80 years ago is obsolete and no one is talking about a new design,” he said.
Pitroda predicted that a transformation of the global order would eventually take place, although it could take another 25 years. He identified AI as a potential catalyst for beginning that process.
“It’ll come. It’s a matter of time. It may be 25 years. But the time is now,” he said.
“AI gives us a unique opportunity to redesign the world. AI is a fantastic opportunity and tool. And we got to really focus on that,” he added.
Pitroda also advocated a global development strategy for Africa, saying the continent’s projected population growth and economic challenges could have wider international consequences.
“We need a global plan for Africa’s development. We need almost a Marshall plan for Africa because their population is going to be three billion,” he said.
