Punjab’s ₹4.5 Lakh Crore Debt: Former IAS KBS Sidhu Offers 40-Point Roadmap for Economic Revival to All Parties

Chandigarh, October 20, 2026 (Yes Punjab News)

Punjab’s debt is now above ₹4.5 lakh crore, and no central write-off or large package is in prospect. The State’s economic revival will therefore have to be financed from within its own budget, through measures that cost little and in many cases raise revenue. That is the view of KBS Sidhu, former Special Chief Secretary, Government of Punjab.

KBS Sidhu, Founder-Editor of The KBS Chronicle, sets out the case in an article, “Punjab Wants No Sympathy, Only Empathy”, published on the Chronicle. He was responding to Dr Surjit Singh Bhalla’s analysis in The Tribune of 20 October, which he describes as a sound diagnosis of Punjab’s decline that awaits a prescription.

“Punjab’s numbers are not in dispute. What is missing is a list of what can be done tomorrow morning without money we do not have,” KBS Sidhu said.

He named three sources that, in his view, cannot fund Punjab’s recovery in the near term: the Centre, private capital and fresh borrowing. “No Union government, of any colour, will write off Punjab’s debt or hand over a package of that size,” he said. Private investors, he added, look at power tariffs, land titles, contract enforcement and whether a State pays its bills on time. Interest payments, meanwhile, already take the first slice of every rupee of revenue, leaving little for schools, hospitals or roads.

As the alternative, he pointed to the Chali Nukte (ਚਾਲੀ ਨੁਕਤੇ). This forty-point Common Minimum Programme for Punjab first ran as a daily series on the Chronicle between December 2025 and January 2026, and has since been placed in the public domain. Each point sets out what is proposed, how it is to be implemented and how its success is to be measured. Among the measures he described as low-cost or revenue-raising are:

■ retargeting free farm power to PM-Kisan-eligible small and marginal farmers;

■ transparency in excise pricing at source, and renegotiation of one-sided power purchase agreements;

■ settling canal water charges (abiana), by either collecting them credibly or waiving them cleanly;

■ tighter GST compliance and rationalised property tax in towns;

■ implementing the tenant-ownership law already on the statute book, compulsory registration of agreements to sell, and addressing arhtiya debt on small holdings;

■ protecting shamilat land during municipal expansion, and sharing change-of-land-use gains with small owners;

■ restoring District Planning Committees;

■ treating dairy as a second daily harvest, to draw farmers out of paddy.

“None of these needs a World Bank loan or a central bail-out,” KBS Sidhu said. “Each needs a file moved, a notification issued, and a minister willing to take an angry call from a well-connected lobby without blinking.”

With the 2027 Assembly elections approaching, he urged voters to ask every party for a concrete and actionable agenda well before polling day. “Punjab has many leaders but little leadership. A roadmap shown only after the appointment is a job application,” he said.

KBS Sidhu invited economists and policy researchers, Dr Bhalla among them, to cost any five of the forty points line by line, showing what each saves, earns or loses, and how soon. The Chali Nukte may be adopted, adapted or contested by any party, panchayat, union or civil-society organisation without permission or attribution.
