The Government of Punjab, Department of Home Affairs (Home-I Branch), has ordered the promotion and proforma promotion of four Indian Police Service (IPS) officers to the rank of Inspector General of Police (IGP). The promotions, in Level-14 of the Pay Matrix, will take effect from January 1, 2026, as per an official order issued by the Governor of Punjab.

Jagadale Nilambari Vijay, RR:2008
Rahul S., RR:2008 (on Central Deputation)
Bikram Pal Singh Bhatty, RR:2008 (on Central Deputation)
Rajpal Singh, SPS:2008
Key Conditions Attached to the Promotions
The promotions are subject to pending writ petitions, court orders, and compliance reports before the Hon’ble Punjab and Haryana High Court.
Officers Jagadale Nilambari Vijay, Rahul S., and Bikram Pal Singh Bhatty will receive actual financial benefits and future increments only after completion of the Mid-Career Training Programme (Phase-IV).
Officers Rahul S. and Bikram Pal Singh Bhatty, who are currently on Central Deputation, will be entitled only to notional benefits, with actual benefits becoming admissible once they join duty under the Punjab Government.
The promotion of Rajpal Singh, IPS will remain subject to review of the Select List, re-determination of seniority, or re-assignment of year of allotment by the Ministry of Home Affairs (MHA), if required.
Sealed Cover Case
Based on the recommendations of the Screening Committee, the name of Inderbir Singh has been kept in sealed cover for empanelment to the rank of IGP due to the pendency of criminal and disciplinary proceedings. The sealed cover will be opened only after the finalisation of these proceedings .
The order was issued with the approval of the competent authority and signed by Alok Shekhar, Additional Chief Secretary to the Government of Punjab, Department of Home Affairs, on December 31, 2025. Copies of the order have been forwarded to the Ministry of Home Affairs, Punjab Chief Minister’s Office, Director General of Police, Punjab, and other concerned departments for necessary action.
