Council of Engineers today filed a complaint with Vigilance Bureau Punjab as well as Income Tax Department against Mr. Jagmohan Singh Nagi, presently posted as Chief Engineer with PWD (Irrigation) Department in Punjab for illegally practicing as Private Structural Consultant.
The Organization has also filed complaint against his son who supported CE’s illegal activities by taking payments of his illegal private practice in the account of his firm M/s Nagi & Associates.
Addressing a press conference held here at Chandigarh Press Club, Er.Kapil Arora, President informed that their association had received complaints regarding many Govt. Employees who are running their illegal private practice as Structural Consultants in Punjab.
After receiving such complaint, the association contacted one such person Mr. Jagmohan Singh Nagi, who is presently posted as Chief Engineer with PWD (Irrigation) department for getting Structure Design of one imaginary project at Ludhiana.
On 20-11-2018 at 4 PM. Er. Kapil Arora & Er.Kulwant Singh Rai projected themselves as Civil Contractor for the same project and to engage Mr. Jagmohan Singh Nagi as Structural Consultant discussed in details about his experience & ongoing projects.
Mr. Jagmohan Singh Nagi informed that he is practicing as Structure Engineer since 1983 and provided profile of M/s Nagi & Associates which comprised of list of large number of projects done by him in Punjab & other states.
Mr. Nagi informed that after completion of Architectural degree by his son, the payments are done in Architectural firm in the name of M/s Nagi & Associates but mostly he prefers payments in cash so as to avoid Income Tax & GST.
He gave them Quotation of fee to be charged by him on letter head of M/s Nagi & Associates duly signed by him in their presence for structure design of project offered by us. The videography of entire meeting was done as Sting Operation.
Er. Kulwant Singh Rai informed that after receiving call from Mr. Jagmohan Singh Nagi, we met again on 01-12-2018 along with Er. Mohit Jain, Vice President of Council of Engineers by projecting him as Civil Engineer of Project from client side.
Er. Mohit Jain discussed the technical aspects and checked some structural drawings on his computer. The entire discussion was once again video recorded by Council of Engineers.
After some time, Mr. Jagmohan Singh Nagi took all of us to one site at Sector 82, Mohali which was recently completed by him. He received Rs 20,000/- in cash from Er. Mohit Jain and gave handwritten receipt of same duly signed by him.
The entire event was again video graphed by us. It is pertinent to mention here that the signatures done earlier on quotations are entirely different from one done in this receipt.
Er. Mohit Jain informed media that Mr. Jagmohan Singh Nagi was provided some drawings & data for structural design by Er. Kapil Arora on 05-12-2019. However, he stopped responding to our calls after that day. To collect some more evidences, Er. Kulwant Singh Rai sent him legal notice through registered post on 02-02-2019 which was not received by him despite repeated visits by postal department. To this, the reminder of legal notice was sent on his email id on 10-02-2019 through our advocate at Ludhiana. No reply is received till date from him either.
Er. Sunil Puri informed that Mr. Jagmohan Singh Nagi has been doing illegal private practice while remaining on the Post of Chief Engineer/Government employee in Government Department and he received payments in account of his own son’s firm.
By this act his son has actively supported in his illegal activity of private practice as Structural Consultant. Therefore, we have filed the complaint against his son too for active connivance in the said matter.
Er. H.S. Bhatia informed that Mr. Jagmohan Singh Nagi must have used his influence to register Architectural firm of his son with PWD department to get projects in his name. Further, Mr. Nagi met us on 20-11-2018 at 4 PM during official working hours and he may not have taken leave from his office too.
The Government machinery i.e. Car must be used by him for his illegal private practice. Above all, he has hided his earnings by taking cash or through his son’s account which has resulted in huge loss to the exchequers (both state & Center).
They said that a detailed investigation is required to be done by Vigilance Department as well as Income Tax Department against Mr. Jagmohan Singh Nagi as well as against his son. We have submitted our complaint with both the departments to investigate into the matter and take appropriate legal action against them.
Er. Kapil Arora further informed that the act of private practice by Public Servants is direct loss of Public Money in terms of misuse of Government Machinery as well as theft of taxes. By continuing their illegal private practice during office timing also results into huge loss to the department.
There are many such Government Employees residing in TriCity area who too are doing private practice and in case they do not stop such illegal practice, we are going to take action against them too in coming few days
