PM Modi Calls for Free, Open and Rules-Based Maritime Order at Sagarmanthan

Prime Minister Narendra Modi has called for a “free, open, secure, and rules-based maritime order” that can promote peace and prosperity for nations across the world.

Welcoming policymakers, maritime leaders and experts from around the world to the third edition of Sagarmanthan: The Great Oceans Dialogue, PM Modi said global cooperation on oceans has become increasingly important as developments in one part of the world can have consequences far beyond its shores.

In a written message to the conference, organised by the Ministry of Ports, Shipping and Waterways (MoPSW) and the Observer Research Foundation (ORF), Modi said the name Sagarmanthan, meaning “churning of the ocean”, has special significance in Indian tradition and represents the discovery of new possibilities.

“India’s relationship with the ocean is also about responsibility,” the Prime Minister said, stressing that the country’s maritime growth must go hand in hand with protecting ocean health and coastal ecosystems.

He said India’s maritime vision extends across regions and oceans and is based on cooperation, trust, mutual respect and mutual benefit.

“We believe the oceans must become a source of shared prosperity, where every country has a voice and an opportunity to grow,” Modi said.

The Prime Minister highlighted India’s maritime development, saying major ports have nearly doubled their capacity while turnaround times have declined significantly. He also pointed to investments in ocean science and exploration to improve understanding of India’s seas and ensure their responsible use.

Modi said India has introduced new-generation maritime laws to establish a modern framework for the sector. He also noted that Indian seafarers now constitute the world’s second-largest maritime workforce, with young Indians earning recognition across global waters.

He expressed confidence that Sagarmanthan would further strengthen India’s maritime vision and contribute fresh ideas, deeper partnerships and new opportunities for future generations.
