China’s powerplay on food – An Analysis

china-flag-xi-jinping

New Delhi, June 19 2024-

The Food and Agriculture Organization (FAO), the largest specialized agency of the United Nations focusing on agriculture, food security, and nutrition policies worldwide, is composed of 194 member countries. However, controversy has surrounded the FAO since the election and subsequent re-election of Qu Dongyu from China as Director-General in 2019.

Recently, in a documentary, a former FAO insider alleged that Chinese officials within the organisation are influencing it for geopolitical objectives, aiding the Chinese government’s strategic goals through institutional means.

Qu Dongyu’s election in 2019 was marred by controversy. Prior to his candidacy at the FAO, Dongyu served as Vice Minister of Agricultural and Rural Affairs in China. His election saw significant diplomatic efforts from China to secure his victory.

Reports indicated that developing countries faced pressure from China to disclose their voting intentions. Dongyu won decisively with 108 out of 191 votes but his victory was met with allegations that China had orchestrated it.

One accusation suggested China forgave a large African debt, prompting the country to withdraw its FAO candidate. Additionally, China allegedly threatened smaller developing nations burdened with Chinese debt with economic repercussions if they did not support Dongyu.

Following the 2019 election, the FAO underwent significant restructuring and saw an increase in Chinese nationals appointed as directors within its central departments, rising from two to six under Qu Dongyu’s leadership.

These officials are believed to report their activities at the FAO to the Chinese Embassy in Rome, where the FAO is headquartered.

Paid by the Chinese government, they are expected to promote Chinese political ideology on international platforms.

Notably, one Chinese national assumed directorial responsibility for the department overseeing crop production and pesticide management.

Under Dongyu’s tenure, a controversial shift occurred as the FAO formed a partnership with pesticide companies, contradicting its efforts to minimise pesticide dependency as a last resort.

In October 2020, the FAO signed a strategic agreement with Crop Life International (CLI), a trade association advocating agricultural technologies including pesticides, despite CLI companies reportedly deriving a significant portion of their sales from highly hazardous pesticides linked to environmental damage and farmer poisoning.

The partnership sparked strong backlash from environmental activists, with 352 civil society organisations and indigenous groups from 63 countries voicing concerns to FAO Director-General Qu Dongyu.

Similar objections were echoed by scientists, researchers, and academics. However, Dongyu did not directly address these major concerns, prompting continued appeals from a global coalition advocating for environmental justice to urge the FAO to terminate its alliance with CLI.

The FAO’s collaboration with pesticide companies and its authorization of pesticide shipments since 2020 were highlighted in an internal document.

It revealed the distribution of numerous hazardous pesticides to Asian and African countries, which are banned in Western nations due to their high toxicity levels.

Since late 2019, over 95.8 per cent of the pesticides approved and delivered by the FAO to East African countries have been scientifically proven to cause serious harm to human health and ecosystems.

Half of these pesticides, authorized for managing locust plagues as emergencies, contain chlorpyrifos, a chemical known to cause brain damage in children and fetuses, and banned in the EU.

These revelations have raised ethical concerns about the FAO’s management practices and China’s increasing influence within the organization. Questions regarding the specificity of pesticide approvals remain unanswered by the FAO.

FAO Director-General Qu Dongyu faced additional criticism from Western countries for suspending the UN’s Joint Inspection Unit (JIU) from conducting an independent review of his leadership until after the next FAO election held in July 2023.

Dongyu’s alignment with Chinese foreign policy in responding to the global food crisis exacerbated by the Ukraine conflict was also condemned by the West, further undermining the FAO’s effectiveness and credibility.

China’s interest in leveraging the FAO’s influence in global food dynamics stems from its status as the world’s largest agricultural sector.

Beijing sees control over the FAO as crucial for asserting dominance globally, particularly in culturally aligned regions of the global south and to advance its Belt and Road Initiative (BRI).

The FAO Director-General’s initiatives like the Hand-in-Hand (HiH) Initiative and South-South Cooperation are seen as serving China’s foreign policy goals.

In 2021, a EU delegate expressed concerns that the HiH Initiative could be monitoring social unrest worldwide, but requests for clarification from the FAO were denied.

The FAO’s lack of accountability mirrors the autocratic tendencies of the Chinese government, which is alarming.

Furthermore, the FAO is accused of obstructing the publication of leaked documents unfavourable to Chinese interests in the global market.

Under Qu Dongyu’s leadership and amid increasing Chinese influence, the FAO appears aligned with Beijing’s national interests, prompting calls from the international community for greater transparency and ethical governance in global agricultural policies. (Agency)

Hyderabad, June 19 2024-

A Sub-Inspector of the Telangana Police was arrested and dismissed from service on Wednesday after he allegedly raped a woman head constable at gunpoint, officials said.

P.V.S. Bhavanisen Goud, Sub-Inspector of the Kaleshwaram police station in Jayashankar Bhupalpally district, was arrested and sent to judicial custody for sexually assaulting his female colleague.

The victim was raped on June 15 inside the old police station building near the Laxmi pump house of the Kaleshwaram project. She alleged that he threatened her with his revolver before raping her. He also warned her of severe consequences if she disclosed the incident to anyone.

Following the 42-year-old victim’s complaint, the police seized the SI’s service revolver and took him into custody. Goud was booked under Sections 376(2) (A) (B), 324, 449, and 506 of the IPC and Section 27 of the Arms Act, following a complaint by the constable.

Following this, more allegations emerged against the SI that he had sexually assaulted three other female police personnel.

Taking serious note of the incident, Inspector General of Police A.V. Ranganath dismissed Goud from service. The IG issued orders for his dismissal under Article 311 of the Constitution after a preliminary probe ordered on the complaint by the victim revealed that the SI sexually assaulted her.

A case was registered against Goud at Rebbena Police Station in Asifabad district in July 2022 for sexually assaulting a woman under the guise of assisting her with constable recruitment exam preparations. He was suspended but was later posted to the Kaleshwaram police station. (Agency)

T20 World Cup: ‘He is a class player, incredibly impressive innings’, Buttler on Baitstow’s 48* vs WI

Gros Islet (St Lucia), June 20, 2024
England captain Jos Buttler has hailed Jonny Bairstow as a “class player” and termed his unbeaten 48* off 26 knock as “incredibly impressive innings” after a dominant eight-wicket victory against West Indies in the Super Eight stage of the T20 World Cup 2024 in Gros Islet.

Chasing a formidable target of 181, England achieved it with ease, thanks to an unbeaten 87 from Phil Salt and a blistering 26-ball 48 not out from Bairstow. The pair added 97 off just 44 balls, guiding England to victory with 2.3 overs to spare.

“That was a really good performance from us,” Buttler said during the post-match presentation. “We planned really well, we’ve been practising well and executed both with the bat and ball and deserved to win.

I thought we bowled really well to restrict such a powerful batting line-up, such great six-hitters especially. [It was a] decent score, and you had to play well to chase it down.”

Buttler was particularly impressed with the smart approach his team took while batting. “I thought we were very smart with the bat. Guys were very calculated when they took their options on.

The Bairstow and Salt partnership was so good. Jonny came in with great intent and took the momentum straight back. Salty tucked in behind him for a bit and when he got that one big over, he broke the back of it.”

Reflecting on the game, Buttler emphasised the importance of learning from victories as well as defeats. “A lot of people say you learn when you lose, but I truly believe you learn when you win as well. [It is] important to reflect on what we did well today. We had a good performance, put that to bed and focus on the next performance.”

Praising Bairstow, Buttler said, “He is a class player, he has been for a really long time. That’s what we decided to do, you just keep backing class players. He hasn’t had many opportunities but today was an incredibly impressive innings. A really mature, senior player’s innings. With a lot of power, he scored at a great gear when the game was just in the balance.”

Earlier in the match, West Indies had raced to 72 for 0 in eight overs, thanks to a strong start from Brandon King, who retired hurt with a side strain, and the contributions of Johnson Charles and Nicholas Pooran.

However, the next five overs, bowled by leg-spinner Adil Rashid and Moeen Ali in tandem, saw West Indies manage only 34 runs and the wicket of Charles. Rashid, bowling the crucial 17th over, conceded just two runs and took the vital wicket of Andre Russell, finishing with figures of 4-0-21-1.

“We keep saying [Rashid] is our most important player, he really has been for a long time,” Buttler said. “He’s got so much variation and so much threat of taking wickets and also restricting runs.”(Agency)

Hezbollah head says ‘fight without limitations’ in case of war with Israel

Hezbollah--army

Beirut, June 20 2024-

Hezbollah leader Hassan Nasrallah has pledged a fight “without limitations” if Israel starts a war with the militant group.

Speaking during a memorial ceremony for a Hezbollah commander killed last week by an Israeli strike, Nasrallah said on Wednesday that his group has prepared itself “for the most difficult ways,” warning that attacking the Israeli part of Galilee is “a choice that remains on the table if confrontation and tension increase”.

Israel has threatened over the past days to expand its war against the Shia militant group, Xinhua news agency reported.

On Tuesday, the Israeli military said that it has approved “operational plans” for an offensive against Hezbollah.

In response, the Hezbollah leader said they are “not afraid of these threats,” claiming that Hezbollah’s missiles and rockets can cause significant damage to the Israeli side.

Tensions along the Lebanon-Israel border escalated on October 8, 2023, following a barrage of rockets launched by the Lebanese armed group Hezbollah toward Israel in solidarity with Hamas’ attack on Israel on October 7.

Israel then retaliated by firing heavy artillery toward southeastern Lebanon. (Agency)

Crypto exchange Binance to pay Rs 18.82 cr fine to restart India operations

New Delhi, June 20, 2024
Leading blockchain and cryptocurrency platform Binance will be required to pay Rs 18.82 crore fine to restart operations in India.

The Financial Intelligence Unit (FIU) has imposed this penalty on the company for operating in the country in violation of domestic anti-money laundering regulations.

“After considering the written and oral submissions of Binance, the Director, FIU-IND, based on the material available on record, found that the charges against Binance were substantiated,” a notification by FIU said on Thursday.

“Furthermore, specific directions have also been issued to Binance to ensure diligent compliance with the obligations outlined in Chapter IV of the Prevention of Money Laundering Act (PMLA) of 2002, in conjunction with the PMLA Maintenance of Record Rules (PMLA Rules) of 2005 for the prevention of money laundering activities and combating the financing of terrorism (AMLCFT),” it added.

Binance registered with the FIU in May as it sought to resume operations in the country. This came after the financial watchdog issued a show-cause notice in December 2023, along with eight other offshore exchanges that were operating in violation of local rules.

The crypto exchange was barred from operating in India for not complying with local regulations, as part of the financial watchdog’s crackdown on offshore crypto exchanges operating in the country without registration.

Meanwhile, rival crypto exchange KuCoin got fully registered and became operational after paying a fine of Rs 34.5 lakh.(Agency)

Balasore clash: Curfew relaxed by four hours on Thursday

Bhubaneswar, June 20 2024-

A four-hour relaxation in curfew on Thursday has been allowed in Odisha’s Balasore town where a clash between two groups was witnessed a few days ago, following which a curfew was imposed.

An official said the decision was taken after the town gradually began limping towards normalcy.

The curfew was clamped in the Balasore municipality area following a clash in the city on Monday.

Speaking to the mediapersons after a high-level meeting on Wednesday, Balasore Collector Ashish Thakare said: “Curfew will be eased tomorrow from 7 a.m. to 11 a.m. We will allow the opening of different commercial establishments so that people can do their daily needs without any difficulties.

“A proposal has been sent to the Home Department to ease the ban on the Internet for emergency services like banking operations. As a matter of precaution, the schools, anganwadi centers and colleges will remain closed for at least the next two days.”

Balasore District Superintendent of Police, Sagarika Nath, said that a heavy deployment of police personnel has been made to tackle any incidents of violence.

She said that Border Security Force personnel would be deployed for confidence-building exercises in the sensitive areas of Balasore town.

As many as 10 FIRs have been registered while 35 people were arrested in connection with the violence.

Several others have also been detained for violating curfew.

As per the sources, some residents after noticing blood flowing in a nearby drain, appealed to the administration to stop the alleged slaughtering of animals as several religious places are located in close vicinity.

The residents later blocked the Chandipur-Balasore main road as the local administration allegedly failed to address their concerns.

Upon being informed, police and other officials of district administration reached the spot and tried to placate a group of protesters.

Meanwhile, the situation soon flared up after the opposite group resorted to stone pelting. (Agency)

INDIA bloc leaders urge Manipur govt to restore peace, normalcy in state at the earliest

INDIA-bloc-leaders

Imphal, June 19 2024-

The Congress-led INDIA bloc, comprising 10 parties, on Wednesday, urged the Manipur government to restore peace and normalcy in the state at the earliest.

An INDIA bloc delegation, led by former Chief Minister Okram Ibobi Singh, separately met Governor Anusuiya Uikey and Chief Minister N. Biren Singh and demanded an early amicable solution to the ethnic crisis.

A Raj Bhavan statement said that Ibobi Singh, while expressing disappointment and unhappiness with the protracted conflict, which has been going on since May 3 last year, said Jiribam district has become the new hotspot of violence and its residents have fled their homes and have been taking shelter in various relief camps.

“Expressing concerns over the incidents, Singh urged the Governor to ensure adequate state security forces in the Jiribam district. Other leaders of the delegation drew the attention of the Governor for ensuring free flow vehicular movement so that essential commodities including petroleum products are made available as usual,” an INDIA bloc statement said.

The INDIA bloc delegation also urged that the Centre and the state governments should take necessary actions to restore peace and normalcy in the state.

The Governor told the delegation that all efforts have been made to ensure peace and security in the state and to bring a lasting solution to the crisis. She said that she had apprised President Droupadi Murmu, Union Home Minister Amit Shah, and Finance Minister Nirmala Sitharaman of the situation in the state and requested them to take immediate steps to stop all forms of violence, to bridge the gap between the two communities, and bring about a long-lasting peace in the state, a Raj Bhavan statement said.

She also said that she had informed the Home Minister about the condition of the displaced people who have been taking shelter in various relief camps, and the Finance Minister about the economic condition in the state and requested financial assistance. The Governor assured the delegation that she would continue her efforts to restore peace and normalcy in the state, the Raj Bhavan statement said.

Communist Party of India leader M. Nara, who was also in the INDIA bloc delegation, said that they raised similar demands before the Chief Minister.

He told the media that the violence-hit people in Jiribam district were keen to return to their homes if the state government provided adequate security to them.

Meanwhile, with further improvement of the situation in Jiribam district, adjoining southern Assam, the district administration announced a relaxation of the curfew for four and a half hours from 9 a.m. on Thursday too, like Wednesday.

The indefinite curfew was imposed in mixed-population Jiribam district after the killing of 59-year-old farmer Soibam Saratkumar Singh on June 6, leading to around 900 tribals belonging to the Kuki and Hmar communities taking shelter at the homes of relatives and friends in two villages in the Cachar district of southern Assam, while around 1,000 people, mostly belonging to the Meitei community, are now sheltered in seven relief camps in Jiribam.
