Russia considers the deployment of military contingents from NATO member states in Ukraine unacceptable, Kremlin spokesperson Dmitry Peskov said on Tuesday, as European countries stepped up discussions on security arrangements for Kyiv.
“We have repeatedly stated our position at various levels that the deployment of foreign military contingents of NATO member states in Ukraine is unacceptable for us,” Peskov said.
His remarks came a day after leaders of the Coalition of the Willing met in Kyiv on Ukraine’s Independence Day and reaffirmed plans to prepare a multinational force for Ukraine. The proposed force would be deployed after a credible cessation of hostilities between Russia and Ukraine, according to the coalition’s statement.
Peskov also said Moscow remained confident of victory and would continue its military operations in the absence of conditions for a peaceful settlement.
“I can assure you, we are not just counting on it, we are confident that this victory will come,” he said.
Meanwhile, the European Commission on Monday approved €6.1 billion in new defence procurement for Ukraine, covering air and missile defence systems, missiles, ammunition and radars. The package is part of the EU’s €90-billion Ukraine Support Loan for 2026 and 2027.
The latest approval adds to €16 billion in previously approved defence procurement plans, of which €8.35 billion has already been disbursed, according to the European Commission. Most of the new equipment is expected to be sourced from European defence companies.
The Commission said the funding would help Ukraine respond to Russia’s intensified use of ballistic missiles and jet-powered drones by accelerating deliveries and increasing production.
Under the disbursement mechanism, Ukraine can request payments after signing procurement contracts with defence companies. The European Commission will review the contracts to ensure purchases comply with procurement plans agreed by EU member states.
The developments come as European leaders continue efforts to strengthen Ukraine’s defence capabilities and discuss potential security guarantees following any future cessation of hostilities.
