The Punjab Government has ordered the posting/transfer of senior IAS officers on administrative grounds with immediate effect, issuing the order in the name of the Governor of Punjab.
Anindita Mitra appointed Chief Electoral Officer (CEO), Punjab
Smt. Anindita Mitra, IAS (2007)—who was serving as Administrative Secretary, Higher Education & Languages, and additionally holding charge as Administrative Secretary, School Education as well as Managing Director, Punjab Infrastructure Development Board (PIDB)—has been posted as Chief Electoral Officer, Punjab-cum-Administrative Secretary, Elections (General Elections Wing). She has been posted in place of Shri Sibin C., IAS.
The order clarifies that this posting at Sr. No. 1 has been issued in pursuance of the Election Commission of India’s letter No. 154/PB/2025-P.Admn dated 15.01.2026.
Sonali Giri retains PUNSUP, gets Education departments additionally
Smt. Sonali Giri, IAS (2009)—presently Managing Director, PUNSUP, with additional charge as Administrative Secretary-cum-Director, Civil Aviation, and Secretary, Revenue & Rehabilitation—will continue with these responsibilities and has now also been given additional charge of Administrative Secretary, School Education and Administrative Secretary, Higher Education & Languages. These additional portfolios are assigned in place of Smt. Anindita Mitra, IAS.
Girish Dayalan retains Cooperative posts, gets PIDB additional charge
Shri Girish Dayalan, IAS (2011)—presently Registrar, Cooperative Societies, Punjab, and additionally Managing Director, The Punjab State Cooperative Bank Ltd.—will continue in these roles and has been given additional charge as Managing Director, Punjab Infrastructure Development Board. This relieves Smt. Anindita Mitra, IAS of the PIDB additional charge.
Sibin C. to be shifted; separate orders to follow
The government order states that orders regarding Shri Sibin C., IAS (2005) will be issued separately, following his replacement as Chief Electoral Officer, Punjab.
Officers directed to join immediately
The order directs the officers concerned to join their new place of posting immediately.

The order is dated Chandigarh, 19.01.2026, and is issued under the signature of Chief Secretary, Government of Punjab (K.A.P. Sinha).
Copies have been forwarded for information and necessary action to, among others, the Establishment Officer, Government of India (DoPT), New Delhi, the Principal Secretary, Election Commission of India, New Delhi, senior secretariat functionaries in Punjab, all Divisional Commissioners and Deputy Commissioners, and the officers concerned.
