The Jharkhand Criminal Investigation Department (CID), probing alleged irregularities in recruitment examinations conducted by the Jharkhand Public Service Commission (JPSC) and Jharkhand Staff Selection Commission (JSSC), has uncovered an alleged organised racket involving manipulation of examination results and the clandestine removal and rewriting of answer scripts outside secured strong rooms.
The findings have emerged from statements of arrested employees and directors of examination-conducting agencies, besides middlemen questioned during the investigation. The CID’s Special Investigation Team (SIT) is now examining technical evidence, server logs and financial transactions to establish the extent of the alleged network.
Investigators have found evidence suggesting that answer scripts were allegedly removed from strong rooms, taken to hotels and rented flats, and rewritten by subject experts before being secretly returned to the secured facilities.
According to the SIT, outsourced agencies engaged in conducting examinations allegedly developed software and online portals capable of manipulating examination results.
Hemant Verma, an employee of vendor agency TSR Data Processing Pvt Ltd, allegedly told investigators that the modus operandi resembled irregularities reported in Uttar Pradesh’s RO-ARO examination. He further alleged that in 2025, directors of TDPL worked with a private company to develop customised software for JPSC examinations.
According to his statement, the software enabled operators to identify favoured candidates even before examinations and subsequently modify their answers directly through the database.
The investigation has also uncovered alleged manipulation of answer scripts in the main examination. According to statements recorded by the CID, scripts deposited in the JPSC strong room after examinations were accessed and blank answer sheets of selected candidates were allegedly removed.
The scripts were allegedly handed over by TDPL directors Ramveer Singh, Satyapal Singh, Pradeep Kumar Singh and Mohammad Usmani to experts at hotels and rented accommodations. In the presence of the concerned candidates and specialists, answers were allegedly written into the scripts before they were covertly returned to the strong room.
Another accused, Abhay Tiwari, allegedly told the CID that after the preliminary examination for Assistant Conservator of Forest and Forest Range Officer posts, a room was rented at Hari Om Tower in Ranchi on the pretext of preparing for the main examination.
According to his statement, agents allegedly brought subject experts from Punjab, Haryana and Lucknow to write answers on behalf of candidates. The investigation further indicates that efforts were allegedly made to increase candidates’ marks by approaching professors from colleges and universities.
Tiwari claimed in his statement that he paid Rs 40 lakh for answer scripts to be written and for candidates to secure higher marks.
The CID has intensified the investigation to determine the full extent of the alleged examination fraud and identify all persons involved in the suspected network.
