Former US Vice President Kamala Harris is considering another bid for the White House in 2028, but her husband, Doug Emhoff, has privately expressed reservations about a fresh campaign, according to a report by The Wall Street Journal.
The newspaper reported on Friday, citing people familiar with the conversations, that Emhoff would prefer Harris not to run again, although people close to him expect he would support her if she decides to enter the race.
Harris has not publicly committed to another presidential campaign but has been taking steps that could help prepare for a possible bid. These include meeting major donors, hiring political staff and travelling to competitive states to campaign for Democratic candidates ahead of the November midterm elections.
“I have not decided if I’m going to run again,” Harris said at an NAACP event in Michigan last month, according to the newspaper.
“I do sincerely believe ’28 won’t matter if we don’t get through ’26,” she added, underlining the importance of the upcoming congressional elections.
A spokesperson for Harris declined to comment on the report.
Harris was the Democratic presidential nominee in 2024 but lost to Republican Donald Trump. The Journal reported that some Democratic donors have privately questioned whether she should seek the party’s nomination again, while other party figures favour considering a new candidate for 2028.
The reported reservations from Emhoff come after years of supporting Harris through demanding campaigns and intense public scrutiny. In her memoir, 107 Days, Harris described the personal strain the 2024 campaign placed on their marriage, including the impact of political attacks and public criticism.
Since leaving Washington, Emhoff has resumed practising law in Los Angeles. The couple have also purchased a home in Malibu.
Harris, meanwhile, has remained active in Democratic politics. According to the Journal, she has attended private fundraisers in California supporting political candidates, taken part in a Democratic National Committee mobilisation call with more than 2,000 volunteers and encouraged campaign workers to reach voters in competitive states.
She is expected to campaign in Nevada and Georgia, including for Democratic Senator Jon Ossoff, who is seeking re-election. Her political operation includes advisers such as former ambassador Candace Bond and communications director Eduardo Negrón, while she has maintained ties with strategist Brian Fallon, who worked on her 2024 campaign.
California Governor Gavin Newsom, another potential 2028 contender, has said he would not run if Harris entered the race, the newspaper reported.
Harris continues to enjoy support among key Democratic constituencies, particularly Black women. Democratic strategist Donna Brazile, who remains in contact with her, told the Journal that Harris was focused on helping Democratic candidates in the November elections.
Harris served as vice president from 2021 to 2025 under Joe Biden. She was the first woman, first Black American and first person of South Asian descent to hold the office.
