MLA Kulwant Singh Raises Mohali Need-Based Policy Issue in Punjab Assembly, Mundian Assures Early Resolution

Mohali MLA Kulwant Singh on Tuesday raised the long-pending Need-Based Policy issue concerning LIG and MIG flats in the Mohali area during the ongoing monsoon session of the Punjab Legislative Assembly, seeking a timeline for its resolution from Housing and Urban Development Minister Hardeep Singh Mundian.

Raising the matter in the Assembly, Kulwant Singh said that nearly five decades ago, when the Greater Mohali Area Development Authority (GMADA) was not in existence, the Housing Department had constructed LIG flats in Mohali. He said residents of around 10,000 such flats had carried out additional construction, including the addition of rooms, due to which they were unable to obtain No Objection Certificates (NOCs).

He said the absence of NOCs had created difficulties for property owners, who were unable to sell or mortgage their flats.

The MLA said that following the Chandigarh pattern, a policy was framed in 2011 to address such issues. However, after the policy was stayed, a revised Need-Based Policy was introduced in 2015, under which residents were required to pay a fee of Re 1 per square foot for additional construction.

He said the policy was later withdrawn and the matter remained unresolved despite years of representations.

Kulwant Singh pointed out that the concerned department had informed that the issue was under consideration and that a committee had been constituted to examine it. Addressing Speaker Kultar Singh Sandhwan, he said committees are generally formed when policy parameters need to be drafted, but since a policy had already been framed, the delay in implementation needed to be explained.

Seeking clarity from the government, the MLA asked whether the Need-Based Policy issue would finally be resolved, whether the process would move ahead and by when residents could expect a decision.

During the Assembly proceedings, Kulwant Singh also raised another issue related to commercial booths allotted by GMADA in Phases 1 to 11 and Sectors 66 to 73 of Mohali. He asked whether the government was considering a policy to allow construction of a first floor over these commercial booths, as permission for such construction was already available for booths in other sectors and Urban Estates of Mohali.

He further sought information on whether the government was considering a policy to partially regularise additional construction carried out beyond approved plans by owners of houses constructed and allotted by GMADA under a Need-Based Policy.

Responding to the issues raised by the Mohali MLA, Cabinet Minister Hardeep Singh Mundian assured the Assembly that the Need-Based Policy would be implemented soon.

Kulwant Singh has repeatedly raised issues concerning the Mohali Assembly constituency in the Punjab Legislative Assembly, seeking government intervention for their resolution.
