Safeguard Punjab’s Water Rights: MP Vikramjit Sahney Seeks Review of BBMB Rule

Dr. Vikramjit Singh Sahney, Member of Parliament (Rajya Sabha), has expressed serious concern over the recent amendment to the Bhakra Beas Management Board (BBMB) Rules, 1974 which opens top posts to candidates beyond Punjab and Haryana.

Dr. Sahney stated that this move discards long-standing conventions and dilutes the federal spirit by weakening the assured representation of partner states, reducing it to a mere preference.

He highlighted that, as per an age-old and well-established convention, the post of Member (Power) has traditionally been held by Punjab, while Member (Irrigation) has been represented by Haryana—ensuring a balanced and equitable framework in BBMB functioning.

Dr. Sahney recalled that he had strongly opposed a similar amendment in 2022, which first allowed appointments from across India, overriding established conventions.

He emphasized that BBMB is a sensitive inter-state body managing the waters of the Sutlej, Beas and Ravi rivers, and any dilution of the role of riparian states undermines cooperative federalism and risks disturbing the existing balance of water-sharing arrangements.

Highlighting Punjab’s significant stake and burden, Dr. Sahney asserted that the state cannot be sidelined in decisions impacting its water and power rights. He urged the Centre to reconsider the notification and restore the established convention ensuring due representation of Punjab and Haryana in BBMB governance.
