“Takseem Scheme”: Patwaris To Reach Doorsteps To Execute Family Partition Of Land Records

Following the announcement of Punjab Chief Minister S. Bhagwant Singh Mann regarding “Takseem Scheme”, the revenue department has issued detailed guidelines to streamline the process of Family land Partition.

While divulging details, Revenue, Rehabilitation and Disaster Management Minister S. Hardeep Singh Mundian said that crystal clear guidelines have been issued to all the Deputy Commissioners to ensure transparency, uniformity and timely disposal of family land partition cases across the state.

He added that land owners can also directly file their partition applications through a special website link (https://jamabandi.punjab.gov.in/RequestForPartition.aspx) and the application will be processed within 30 days.

S. Hardeep Singh Mundian said that the Takseem Scheme initiative is aimed at simplify procedures, reduce disputes and enhance efficiency in land revenue matters.

“The new guidelines will ensure a transparent and time-bound process, putting an end to unnecessary delays and long-pending disputes,” said the Revenue Minister.

The Cabinet Minister informed that all revenue officials have been directed to strictly follow prescribed procedures while conducting family partition cases.

Highlighting citizen outreach, the Cabinet Minister directed that Patwaris must proactively reach out to beneficiaries at their doorsteps to facilitate timely family partition of revenue records.

“Patwaris should ensure that citizens do not face inconvenience in getting their revenue records partitioned and they should hold meeting with the concerned parties to finalize the partition map by demarking approach paths and watercourses,” he said.

He further instructed that awareness among the public must be strengthened at the grassroots level. “Patwaris should make people aware through announcements from religious places and also organise awareness camps in villages,” he added.

The Cabinet Minister further stated that consent-based settlements is being encouraged to minimize litigation, while clear timelines have been fixed to ensure prompt disposal of cases.

“Our focus is on reducing litigation through mutual consent and ensuring quick resolution for citizens,” S. Mundian emphasized.

The Revenue Minister also said that digitization and verification of records will be ensured to maintain accuracy and transparency, while monitoring mechanisms will be put in place to oversee effective implementation. “Strengthening transparency and accountability in revenue administration remains our top priority,” he said, adding that these reforms will significantly reduce grievances related to land partition and strengthen public trust in the system.

It has been observed that in many places people divide their land into family but due to non-timely transfer of land family disputes arise later

To address this issue, the Chief Minister has directed that a special campaign will be launched from April 13 starting from Baisakhi to register and approve land distribution based on family mutual understanding, he added.

The Cabinet Minister said that all Tehsildars and Naib Tehsildars have been instructed to strictly inform people about this initiative. As soon as any person, family or farmer submits a land partition map duly signed by all concerned parties, the Patwari will immediately register the transfer on its basis.

If required, the Patwari or Kanungo will sit with all farmers to prepare a map clearly indicating approach roads and watercourses of different land parcels and get it signed by all stakeholders, following which the Tehsildar or Naib Tehsildar will approve the mutation accordingly. The entire process will be completed within 30 days, said the Cabinet Minister.

He said that in addition to this, a dedicated link (https://jamabandi.punjab.gov.in/RequestForPartition.aspx) has been made available on the department’s website for online submission of applications and efforts will be made to ensure maximum awareness among citizens.

He said the Deputy Commissioners have been asked to personally monitor the progress on a weekly basis and ensure maximum number of mutations related to family partitions are approved in their respective districts.

Every Patwari will make announcements regarding this government scheme in all villages under their jurisdiction and will encourage people by organising awareness camps. It has also been directed that applications received directly by Patwaris will be uploaded by them on the portal to ensure proper record and tracking. The Cabinet Minister urged the citizens to avail maximum benefit from this scheme.
