YAD demands CBI inquiry in Scholarship Scam, Custodial interrogation of Congress MLA Balwinder Dhaliwal

The Youth Akali Dal (YAD) today demanded a CBI inquiry and custodial interrogation of former Social Welfare Director turned Congress legislator Balwinder Singh Dhaliwal to uncover the money trail and receipt of bribes by the Pradesh Congress as well as the Congress high command.

It also announced to intensify its agitation against all the perpetrators of the SC Scholarship scam, including SC Welfare minister Sadhu Singh Dharamsot and the Congress legislator.

In a statement here, YAD President Parambans Singh Romana said it was clear after Balwinder Dhaliwal’s indictment in wrongful distribution of Rs 16.91 crore to private educational institutions that the officer had purchased the Congress ticket for the Phagwara assembly byelection last year.

“Mr Dhaliwal came out of the blue to emerge as a dark horse after resigning days before being given the party ticket from Phagwara after ignoring senior Congress leaders including former minister Joginder Singh Mann. The only plausible reason for this is that he had immense funds at his disposal after swindling money due to Dalit students on account of the SC scholarship”.

Stating that a CBI inquiry was necessary in the case, Mr Parambans Romana said it needed to be detected as to who all from among Pradesh Congress President Sunil Jakhar, chief minister Capt Amarinder Singh, Congress Punjab affairs incharge Asha Kumari and former party president Rahul Gandhi had been compromised by the former officer.

“The very fact that Mr Sunil Jakhar and Capt Amarinder Singh are trying to put a lid on the scam indicate that they are hand in glove with the scamsters. Now custodial interrogation of Mr Balwinder Dhaliwal is necessary to define the money trail as well as put all those who have spoiled the future of lakhs of Dalit students behind bars”.

The YAD president also demanded the immediate winding up of the sham committee formed by the chief minister to probe the SC scholarship scam. He said this committee had lost all relevance after it was conclusively proven by the report of the Additional chief secretary that SC Welfare minister Sadhu Singh Dharamsot was the king pin behind the Rs 63 crore scam and that Mr Balwinder Dhaliwal had assisted him in robbing SC students of their scholarship fee.

“The very fact that the chief minister has given a clean chit to Dharamsot even before the chief secretary has submitted her report in the case has made the probe infructuous. Only a CBI probe coupled with an inquiry by the Enforcement Directorate to probe the money trail can bring out the truth in the case”, Mr Romana added.

Mr Romana said Dhaliwal had not only approved release of Rs 16.91 crore to ineligible private institutions, but had also virtually negated the Rs 8.53 crore recovery put on fourteen private institutions. He said Dhaliwal issued an internal note in July 2019 to conduct a re-audit after deliberately misconstruing a finance department note which had only called for an audit of those institutions which had been left out in the special audit.
