The Hawara Panel constituted by parallel Akal Takht Jathedar Bhai Jagtar Singh Hawara has compared by recently passed Amendment in Unlawful Activities and Prevention Act passed by Lok Sabha to the Rowlatt Act 1919 enacted by the Britishers to deal with the Indians fighting for Independence.
Terming the amendment as a Black Law the spokesman of Hawara panel Prof Baljinder Singh and Amar Singh Chahal advocate said “the spirit of the constitution ensuring fundamental rights has been violated”.
“According to new system an individual arrested under UAPA will be designated as terrorist which means the benefit of Principle of Natural Justice will not be available to the person arrested under this law,” they said.
Expressing the apprehension, members of the panel said the stringent law would be applied indiscriminately against minorities specially the Sikhs.
The Sikh leaders disagreed with the statement of Home Minister Amit Shah that terrorism breeds from mental status of a person. It is rather the outcome of state injustice, discrimination and oppression, they said.
The two leaders criticised SAD members of Parliament Sukhbir Singh Badal and Harsimrat Kaur Badal for not opposing the amendment.
