The Punjab Government has undertaken flood protection and river erosion control works worth Rs 32.09 crore along vulnerable stretches of the Beas, with another Rs 11.98 crore spent through MGNREGA, while additional measures costing around Rs 5 crore have been executed along the Sutlej in the Mamdot area.
Water Resources Minister Barinder Kumar Goyal informed the Punjab Vidhan Sabha on Monday that the measures were aimed at protecting flood-prone villages, agricultural land and the lives and property of residents.
Replying to Calling Attention Notices raised by MLA Rana Inder Partap Singh on vulnerable points along the Beas between Beas Bridge on Amritsar Road and Harike Pattan, and MLA Rajneesh Kumar Dahiya on flood protection structures along the Sutlej in Sub-Tehsil Mamdot, Goyal said the department had adopted a systematic process to identify and prioritise vulnerable locations.
Along the Beas, detailed surveys were conducted by Drainage Divisions, followed by inspections by committees of Superintending Engineers and Chief Engineers. Vulnerable locations identified included Amritpur; Bharoana, Sheikh Manga and Sarupwal; Bhagobuddha, Alluwal and Lodhiwal; Yusafpur Darwal, Takia, Gidderpindi and Bharoana; Baupur Island, Ahli Khurd and Ahli Kalan; Chuharpur, Sherpur Dogra and Khijrpur; Mansurwal, Butala and Dhilwan; Goindwal; Verowal and Hansawala; Gharka on both banks; and Marrar on the right bank.
Of the Rs 32.09 crore worth of works taken up through state funds, 12 have been completed and one is under execution.
Completed works include erosion-control measures involving studs, revetments and spurs downstream of RD 45,250 of S. Atma Singh Advance Bandh No. 1 at Amritpur Rajewal in Kapurthala. Works between RD 117,000 and RD 152,000 along the Beas, flood protection measures on both sides of the West Bein, and river-edge protection in the Gidderpindi Extension area of Kapurthala and Jalandhar districts have also been completed.
The department has additionally restored and strengthened Advance Bandh No. 2 and Sujjo Kalia Advance Bandh, both damaged during the 2025 floods. Strengthening of flood protection structures upstream of Dhilwan, raising and strengthening of the Goindwal Embankment, raising and strengthening of the Verowal and Guide Embankments, and revetment work at Gharhka have also been completed.
A 360-foot-long revetment at Marrar on the right bank of the Beas is currently under construction.
Goyal said another Rs 11.98 crore worth of flood protection and river erosion control works had been carried out under MGNREGA near Ahli Kalan, Ahli Khurd, Safdarpur-Khijrpur and Gharhka. He added that no breach had occurred in any flood protection embankment along the concerned Beas stretch during the past five flood seasons.
Sutlej Protection in Mamdot
On the Sutlej, Goyal said Dona Telu Mall, Kalu Arain Hithar, Fattewala Hithar, Ruhela Hazi, Gandhu Kilcha Hithar and Nihala Kilcha villages in Sub-Tehsil Mamdot are situated on the river’s left bank, with Gandhu Kilcha Hithar and Dona Telu Mall directly along the riverbank.
Clarifying the reference to Stud Nos. 512 to 520, he said flood protection structures are not separately numbered in that manner and are instead identified through the RD system of the Flood Protection Bundh.
Structures at Dona Telu Mall, constructed around 1995 along the Flood Protection Bundh between RD 12,410 and RD 16,500, suffered damage to two spurs and eight studs during earlier flood seasons because of high water levels and submergence. The Flood Protection Bundh itself, however, remained intact.
The department has assessed the damage and included repair and reconstruction proposals in the Flood Management Programme. The Detailed Project Report has been submitted to the Government of India for approval.
As part of its 2026-27 Flood Preparedness Programme, the department also reviewed vulnerable points in the Mamdot area through inspections by committees of Superintending Engineers and Chief Engineers.
Goyal said the department had already constructed a new spur, 700 feet of geo-bag revetment and five studs at Gandhu Kilcha Hithar between RD 10,650 and RD 11,700. Around Rs 5 crore has been spent on these works, which he said had strengthened flood protection for nearby villages and agricultural land.
The minister reiterated that the state government would continue to prioritise preventive measures and strengthen flood protection infrastructure at vulnerable locations to protect people, property and farmland from flooding and river erosion.
