Hon’ble Mr. Justice Rohit Kapoor, Judge, Punjab and Haryana High Court and Administrative Judge, Sessions Division Amritsar, conducted the annual inspection of Courts and Central Jail, Amritsar.
During the visit, the Central Jail, Amritsar was thoroughly inspected. On the occasion, Hon’ble Mr. Justice Rohit Kapoor inaugurated the Telemedicine Facility for the benefit of inmates, enabling them to access medical consultation through digital means.
The Jail Hospital was also inspected to review the medical facilities being provided to inmates. Hon’ble Mr. Justice Rohit Kapoor also interacted with the inmates and patiently heard their grievances. The concerned authorities were directed to examine the issues raised and ensure appropriate redressal. The Jail Factory was also inspected to review the functioning of machinery and the vocational activities being undertaken by inmates.
To promote environmental awareness, Hon’ble Mr. Justice Rohit Kapoor also planted a sapling within the jail premises, conveying the message “Each One, Plant One.”
Thereafter, Hon’ble Mr. Justice Rohit Kapoor interacted with litigants appearing in matters listed before the National Lok Adalat and encouraged amicable settlement of disputes. In one case listed before the bench of Ms. Aman Sharma, Ld. Additional Principal Judge, Family Court, Amritsar, the matter was successfully settled through the personal intervention and efforts of Hon’ble Mr. Justice Rohit Kapoor.
Similarly, two loan recovery cases listed before the bench of Sh. Palwinder Singh, ACJ(SD), Ajnala, involving a total disputed amount of ₹29 lakh, were amicably settled for a consolidated amount of ₹14 lakh during the Lok Adalat proceedings. In another loan recovery matter involving an amount of ₹14 lakh, the dispute was settled through the intervention of Hon’ble Mr. Justice Rohit Kapoor for a full and final settlement of ₹4 lakh.
On the occasion of the National Lok Adalat, a total of 46 benches were constituted in Sessions Division Amritsar. Out of these, 37 benches were constituted at Amritsar Headquarters, including 35 benches of Judicial Courts, 1 bench of Industrial Tribunal-cum-Labour Court and 1 bench of Permanent Lok Adalat (PUS).
Additionally, 5 benches were constituted at Ajnala and 4 benches at Baba Bakala Sahib. Out of 35,049 cases taken up, 33,393 cases were disposed of through amicable settlement between the parties.
Several significant disputes were also settled during the Lok Adalat. A long-pending matrimonial maintenance dispute pending since 2022 before the Family Court, Amritsar was resolved with the respondent paying ₹7,09,000 to the petitioner, resulting in settlement of the main case along with five connected execution petitions.
In another important settlement, a financial dispute titled “ICICI Bank Vs. Kanchan Shingari”, pending since 2018 before the Court of Sh. Amandeep Singh Ghuman, Civil Judge (Jr. Division)-cum-JMIC, Amritsar, involving a cheque amount of ₹2.20 crore, was amicably resolved during the Lok Adalat proceedings, bringing an end to nearly eight years of litigation.
Similarly, a civil suit for possession titled “Pawan Kumar Bhatia Vs. Mamta Bhatia (CS/772/2018)”, pending since 2018 before the Court of Dr. Gurdarshan Singh, Civil Judge (Junior Division), Amritsar, was also settled when the parties agreed to resolve the matter amicably and the plaintiff withdrew the case.
In another heartwarming development, a matrimonial dispute pending before the Court of Ms. Priyanka Sharma, CJJD-cum-JMIC, Amritsar, was amicably resolved when the husband and wife, who had been living separately for the last 12 years, agreed to reunite and live together along with their two children during the Lok Adalat proceedings. The couple returned to their matrimonial home with renewed understanding and harmony.
The successful organization of the inspection and the National Lok Adalat was carried out with the active support and efforts of Ms. Jatinder Kaur, District & Sessions Judge, Amritsar; Sh. Baljinder Singh, Additional District & Sessions Judge; Ms. Parminder Kaur Bains, ACJM; Ms. Supreet Kaur, CJM; and Sh. Amardeep Singh Bains, Secretary, District Legal Services Authority, Amritsar, along with other judicial officers and staff members of the Sessions Division. During the visit, Hon’ble Mr. Justice Rohit Kapoor also addressed all the Judicial Officers of Sessions Division Amritsar and emphasized the importance of efficient judicial functioning, timely disposal of cases and promoting amicable settlement of disputes through Lok Adalats.
Subsequently, Hon’ble Mr. Justice Rohit Kapoor, along with the Learned District & Sessions Judge, Amritsar and other senior Judicial Officers, visited Ajnala Court Complex, where the court premises were inspected. During the visit, Hon’ble Mr. Justice Rohit Kapoor also interacted with members of the Ajnala Bar Association, heard their grievances and suggestions regarding the functioning of courts and the facilities available in the complex, and issued necessary directions to the concerned authorities.
On this occasion, the E-Mulakat Facility was also inaugurated at Ajnala to facilitate interaction between counsels and their clients confined in jails, thereby improving access to legal consultation.
The visit concluded with a comprehensive review of the judicial infrastructure and administrative functioning aimed at strengthening the justice delivery system and improving facilities for litigants, lawyers and inmates.
