Congress MP Manish Tewari has dismissed as an “imaginary proposition” any expectation that Pakistan would send Lashkar-e-Taiba founder and UN-designated terrorist Hafiz Saeed to India for trial in connection with the Pahalgam terror attack.
Tewari’s remarks came amid reports that India may seek to summon Saeed through diplomatic channels after a Jammu court issued a non-bailable warrant against him on an application by the National Investigation Agency (NIA).
The Congress leader said Pakistan had failed to bring those responsible for the 26/11 Mumbai terror attacks to justice despite acknowledging the involvement of its nationals.
“In the Pahalgam terror attack, people were identified on the basis of religion and killed in front of their families,” Tewari said, adding that India responded by targeting terrorist bases in Pakistan with the objective of dismantling the network of terrorism and terrorist organisations there.
He said Pakistan-sponsored terrorism could only be dealt with through a strong response, while legal proceedings would continue separately.
“After Pakistan admitted that its people were involved in the 26/11 terrorist attack, the action that had started in that country did not reach any conclusion. So, to expect that Pakistan will send a terrorist to India, or that it will take legal action against him, is simply an imaginary proposition,” he said.
The non-bailable warrant against Saeed was issued after the NIA named him as the alleged mastermind in a supplementary chargesheet filed this month. The Jammu special court said arrest and custodial interrogation of the accused were necessary.
The court order identified Saeed, listed as accused A-8 in case RC No. 02/2025/NIA/JMU, as an absconding accused against whom the NIA had filed a supplementary chargesheet.
Twenty-six people were killed in the Pahalgam terror attack in Jammu and Kashmir on April 22, 2025. The NIA filed its first chargesheet in the case in December 2025.
