Taking charge with a firm resolve, Arshinder Singh Chawla, Chief of the State Vigilance & Anti-Corruption Bureau, has initiated decisive steps to translate the government’s zero-tolerance policy against corruption into visible ground action.
Soon after assuming office, he convened a high-level review meeting with all Range Superintendents of Police and senior officers, issuing clear, strict and time-bound directions on priorities, working methodology and future strategy of the Bureau. Ongoing anti-corruption operations were reviewed in detail, alongside intensive deliberations on the roadmap ahead.
A Clear and Decisive Strategy Against Corruption
During the meeting, detailed discussions were held on ensuring swift, effective and legally robust action against corrupt officers and employees. Mr. Chawla categorically stated that the Bureau’s functioning must be so strong, transparent and credible that any official thinks “a hundred times” before demanding or accepting a bribe.
He emphasized that the impact and fear of the Vigilance Bureau must be clearly visible in the minds of corrupt elements, so that bribery for official work becomes a high-risk act and public faith in governance is reinforced.
Creating Deterrence That Encourages Integrity
The Bureau Chief underlined that the objective of action is not merely punishment, but systemic cleansing.
To achieve this, a strong sense of legal deterrence must be instilled among corrupt officials, while simultaneously boosting the morale of honest officers so they can perform their duties without fear or pressure. He directed that well-planned, confidential and technically sound trap operations be devised, ensuring 100% success with no scope for procedural lapses or negligence.
Identification of Habitual Bribe-Takers
Mr. Chawla instructed that in every district, there are certain officials and employees whose corrupt image is widely known and who refuse to perform official work without illegal gratification. Such notorious and openly defiant elements must be identified, and comprehensive, verified and regularly updated lists prepared.
Clear priorities should be set, followed by concrete action. In a firm tone, he warned that corrupt officials should have no illusion—sooner or later, they will be brought within the ambit of law, with all efforts directed towards catching them red-handed.
Protection and Recognition for Honest Officers
The meeting also highlighted that a large number of officers and employees in the state discharge their duties with integrity, transparency and commitment.
Mr. Chawla directed that continuous engagement be maintained with such officers, administrative protection be ensured, and their exemplary work be publicly appreciated and rewarded from time to time. He stressed that recognizing and encouraging honesty significantly strengthens the fight against corruption.
Maximum Use of Technology
Emphasizing the need to keep pace with the times, the Bureau Chief directed all Range SPs to ensure maximum and systematic use of modern technology in corruption-related cases. He said that in today’s digital era, being tech-savvy is no longer optional.
Advanced technological tools not only strengthen trap cases with solid evidence but also play a crucial role in effective prosecution and speedy disposal of cases in courts. He urged all officers to make technology an integral part of their working style and sharpen the Bureau’s campaign against corruption with renewed intensity and professionalism.
