The National Investigation Agency (NIA) has arrested Harwinder Kumar alias Sonu, an alleged Babbar Khalsa International (BKI) operative, following his deportation from the United Arab Emirates (UAE) in connection with the 2024 killing of Vishwa Hindu Parishad (VHP) leader Vikas Prabhakar in Punjab.
Kumar, son of Chaman Lal, was taken into custody by the NIA shortly after arriving at Indira Gandhi International Airport in New Delhi on Thursday. He was subsequently produced before a Special NIA Court for further legal and custody proceedings, according to an official statement.
The agency alleges that Kumar, who was operating from the UAE, provided logistical support and funds to the perpetrators of Prabhakar’s killing. The NIA further identified him as a recruiter and handler who arranged weapons, facilitated their delivery to the shooters and received and transferred terror funds on the directions of alleged BKI operatives based abroad.
Prabhakar was shot dead by alleged BKI operatives at a grocery shop in Nangal, Roopnagar district, on April 13, 2024. According to the NIA, the killing was part of a conspiracy allegedly orchestrated by Pakistan-based BKI chief Wadhawa Singh alias Babbar to create communal unrest.
The NIA investigation has allegedly traced the conspiracy to Germany-based BKI operatives Harjit Singh alias Laddi and Kulbeer Singh alias Sidhu. Kumar is identified as accused number seven in the chargesheet.
The agency registered the case, RC-06/2024/NIA/DLI, on May 9, 2024, and has filed three chargesheets so far.
Kumar’s arrest follows the apprehension of another UAE-based accused, Manveer Ram, on August 13, 2026. Ram was allegedly involved in supplying weapons used in the crime and was intercepted at Amritsar Airport before being arrested by the NIA.
The agency said Kumar’s deportation followed diplomatic efforts and coordinated action by multiple agencies to bring fugitives wanted in terrorism-related cases back to India to face legal proceedings.
