Aam Aadmi Party (AAP) national media in-charge Anurag Dhanda on Wednesday challenged the Election Commission to make public the Form 6 through which party MP Raghav Chadha’s name was added to Delhi’s electoral roll, and demanded that the public be given an opportunity to file objections against the entry.
Addressing a press conference at the AAP headquarters, Dhanda rejected the Election Commission’s explanation regarding Chadha’s inclusion in the voter list and questioned when the Form 6 was submitted, when it was processed and how the entry was approved.
Dhanda also questioned whether Chief Election Commissioner Gyanesh Kumar added Chadha’s name “through the back door” under pressure from Union Home Minister Amit Shah. He claimed that none of the Form 6 applications received in the Rajendra Nagar Assembly constituency between September 1 and 7 carried Chadha’s name.
He further questioned how Chadha had been assigned serial number 747 when the draft electoral roll contained 746 voters and the final electoral roll had not yet been published.
Dhanda said the Election Commission, in its clarification, had stated that enumeration forms could be submitted between June 30 and August 17, while the electoral roll was frozen on August 31. He said objections to Form 6 applications were to be invited from August 31 to September 30, after which the Electoral Registration Officer (ERO) would decide on the applications.
According to Dhanda, the Election Commission has stated that Forms 6, 7 and 8 are the prescribed mechanisms for changes to electoral rolls. He said Form 8 concerns transfer of an existing vote, which, according to him, was not applicable in Chadha’s case because there had been no transfer of his vote from Punjab to Delhi.
He said Form 7 is used for filing objections against a voter entry, while Form 6 is used for adding a new voter. “If Raghav Chadha filled Form 6 in Delhi, the Election Commission must clarify on what date it was filed, when it was processed and where that Form 6 is,” Dhanda said.
He also questioned why the Form 6 was not displayed on the Election Commission’s website for the prescribed period so that objections could be filed.
Dhanda said the Election Commission had itself acknowledged that the draft roll had voters only up to serial number 746 and that the final electoral roll would continue the serial numbering from the draft roll. He pointed out that the final roll is scheduled to be published on November 4, 2026, along with the supplementary electoral roll.
“In such a situation, where did Raghav Chadha’s 747th serial number come from?” Dhanda asked.
He claimed that the AAP had a list of all Form 6 applications received in the Rajendra Nagar Assembly constituency between September 1 and 7, after publication of the draft roll, and alleged that Chadha’s name did not appear in any of them.
Dhanda said it was mandatory for the Election Commission to make applications for new voter registrations public so that anyone having an objection could raise it before the competent authority.
He accused the Election Commission of failing to explain the process through which Chadha’s name was added and alleged that established procedures and standard operating procedures had been bypassed. He further alleged that political pressure may have been used to facilitate the entry.
“The Election Commission is openly challenged to make public the form through which Raghav Chadha’s vote was added to the Delhi voter list and explain how it was done,” Dhanda said.
He added that the names of people who had submitted Form 6 applications in Rajendra Nagar had already been made public by the Election Commission and, therefore, sought similar disclosure in Chadha’s case.
Dhanda demanded that the Election Commission issue a clarification stating when Chadha submitted Form 6, make the application public and provide a period for objections. He also alleged that the Commission was concealing the facts surrounding what he termed a “fake” voter entry under political pressure.
