Punjab Industries and Commerce Minister Aman Arora has invited UAE investors and global businesses to invest in the state, offering fiscal incentives of up to 100 to 125 per cent of eligible Fixed Capital Investment (FCI), fast-track approvals and end-to-end facilitation through the Invest Punjab single-window platform.
Addressing investors and business leaders at the Annual Investment Meeting (AIM) in Dubai, Arora positioned Punjab as a major investment destination, highlighting its industrial infrastructure, skilled workforce, entrepreneurial ecosystem, agricultural strength, strategic connectivity and large consumer market.
Inviting UAE-based investors, global businesses and the Punjabi diaspora to participate in Punjab’s next phase of industrial growth, Arora said the Industrial and Business Development Policy-2026 provides a flexible incentive framework for different investor categories and priority sectors, backed by streamlined facilitation through Invest Punjab.
“Punjab is open for business and ready for investment. We want investors to see Punjab not just as a market, but as a strategic partner for manufacturing, food processing, technology, logistics and global business operations. Our focus is clear—ease of doing business, speedy approvals, policy certainty and maximum handholding for investors,” Arora said.
Under the new policy, eligible manufacturing units can receive fiscal incentives of up to 100 per cent of eligible FCI, while units operating in priority sectors and those located in Border Districts and Kandi areas can avail incentives of up to 125 per cent of FCI, subject to an overall ceiling of Rs 500 crore.
Key benefits include capital subsidy of up to 20 per cent of eligible FCI, capped at Rs 10 crore, reimbursement of 75 per cent of Net SGST for the eligible period and 100 per cent exemption from Electricity Duty for eligible new units and existing units undertaking expansion, subject to applicable conditions.
The policy also provides employment-linked support and encourages investment in priority and emerging sectors. Its incentive framework covers not only new projects but also expansion and modernisation of existing industrial units.
Arora said Punjab is particularly looking to attract UAE investments in food processing and agriculture, manufacturing, logistics, textiles, IT/ITeS, Global Capability Centres (GCCs), data centres, renewable energy, emerging technologies, skill development and other employment-intensive sectors.
He said Invest Punjab remains at the centre of the state’s investor facilitation strategy, offering a unified platform for regulatory approvals, incentives and project-specific handholding. Investors can submit applications, access regulatory services, track approvals and receive continued assistance throughout the investment lifecycle.
“We want an investor sitting in Dubai to be able to engage with Punjab digitally, get complete clarity on applicable approvals and incentives and receive dedicated facilitation from Invest Punjab. Our objective is to make the entire journey—from investment intent to commissioning—predictable, transparent and hassle-free,” Arora said.
The Minister said Invest Punjab is committed to providing UAE investors with end-to-end support, including identifying suitable investment opportunities and locations, securing approvals and accessing eligible incentives.
He also highlighted the upcoming 1,100-acre Integrated Manufacturing Cluster at Rajpura on the Amritsar-Kolkata Industrial Corridor (AKIC) as a major opportunity for manufacturing and allied industries. The project is expected to attract significant investment and generate large-scale employment.
Arora said the Bhagwant Mann-led Punjab Government is committed to developing long-term economic partnerships with the UAE by leveraging the country’s global investment networks and Punjab’s strengths in manufacturing, agriculture, food processing, technology and human resources.
