Pawan Tinu, Malvinder Kang Urge Gadkari to Expedite Jalandhar-Hoshiarpur NH-03 Four-Laning Project

Aam Aadmi Party (AAP) chief spokesperson and Adampur Assembly constituency in-charge Pawan Tinu and Anandpur Sahib MP Malvinder Singh Kang on Monday urged Union Road Transport and Highways Minister Nitin Gadkari to expedite the long-pending four-laning of the Jalandhar-Hoshiarpur section of National Highway-03 (NH-03), including construction of the Adampur flyover.

The two leaders raised the matter during their meeting with Gadkari in New Delhi and sought early clearance of the pending processes so that construction work on the important road corridor could resume.

Tinu said the four-laning project has remained stalled since 2016, causing traffic congestion and raising road-safety concerns for commuters, motorists and residents. The previous contract for the project was terminated through a direction dated July 29, 2025, primarily due to land-possession issues in Hoshiarpur and legal proceedings related to land acquisition.

He said the Centre had since taken steps towards approving the re-tendering process for the 17.8-km stretch from CH 11,400 to CH 29,200.

According to Tinu, the Detailed Project Report (DPR) prepared by the Authority Engineer has been submitted through Punjab’s Chief Engineer to the Regional Office (RO), Chandigarh. However, the proposal remains pending there because of certain technical and administrative observations.

Tinu urged Gadkari to direct the RO, Chandigarh, and concerned officials of the Ministry of Road Transport and Highways (MoRTH) to resolve the pending observations on priority and approve the DPR at the earliest. He said this would allow the tendering process to begin and pave the way for restarting construction.

Highlighting the importance of the route, Tinu said the Jalandhar-Hoshiarpur highway serves as a key link between Punjab and Himachal Pradesh and further connects the region towards Jammu and Kashmir. He also described it as an important pilgrimage corridor used by devotees travelling to Mata Chintpurni, Jwala Ji, Baba Balak Nath, Takht Sri Kesgarh Sahib and Anandpur Sahib.

He said four-laning would improve road safety, ease congestion and make travel smoother for commuters, businesses, tourists and pilgrims.

Kang also pressed for early completion of the project, saying NH-03 is a crucial road link connecting important parts of Punjab with Himachal Pradesh and Jammu and Kashmir.

Both leaders urged the Union ministry to accelerate the resolution of technical and administrative issues concerning the DPR, approve the project and initiate the tender process. They said restarting the project would reduce congestion on the Jalandhar-Hoshiarpur route, improve road safety and strengthen connectivity between Punjab, Himachal Pradesh and Jammu and Kashmir.
