Rajya Sabha MP Ashok Kumar Mittal has called for a serious national discussion on establishing a National Commission for Men to address issues concerning men’s safety, mental health, legal awareness and family-related disputes.
Mittal was speaking at the Ekam Nyaay Dialogue in Chandigarh, where a research report analysing cases of husband and intimate partner murders and suicides among men in India during 2024 and 2025 was released.
Titled “Husband Murder by Wife and Suicide by Men — A Research Report and Analysis on Incidents Reported in the Media in the Years 2024 and 2025”, the report documented 244 husband and intimate partner murder cases in 2024 and 419 in 2025. It also recorded 277 husband or intimate partner suicide cases in 2024 and 426 in 2025.
The report is based on incidents identified through media reports and points to the need for more comprehensive data and deeper research into issues affecting men.
Mittal said the discussion should not be framed as a contest between men and women, stressing that India’s efforts to protect women’s safety, dignity and rights must continue while genuine concerns affecting men are also addressed.
“Can there be true justice if some voices are still unheard? This is not a question of taking away anyone’s rights, and it is certainly not a question of standing against women,” he said.
The MP said the figures should prompt wider questions about prevention, mental health and access to support rather than remain mere statistics. He stressed the need to create an environment where young men can seek help for relationship difficulties, financial pressures, failure and emotional stress without fear or judgement.
“A person does not need a courtroom first; he may simply need someone to listen,” Mittal said.
He proposed that a National Commission for Men should function beyond the role of a grievance-redressal body and serve as a platform for research, support, recommendations and policy reform.
According to Mittal, such an institution could bring together researchers, legal experts, counsellors, social workers and policymakers to study concerns affecting men. Its responsibilities could include addressing genuine grievances and legal issues, improving legal awareness, providing counselling and mental-health support, studying family disputes and parental alienation, examining domestic abuse and violence against men, and analysing the causes of suicides among men.
He also called for a strong preventive focus, including early identification of distress, counselling, family support, legal guidance, professional referrals and mediation wherever appropriate.
Mittal further emphasised the need to consider the interests of children and families, advocating stronger principles of shared parenting and meaningful access to both parents where there are no safety concerns. He described the issue not merely as one concerning fathers’ rights, but also as a matter of children’s rights.
