Punjab Chief Minister Bhagwant Singh Mann on Friday laid the foundation stone of a ₹65-crore Compressed Bio-Gas (CBG) plant at Haibowal in Ludhiana, describing the project as a major step towards preventing untreated waste from entering Budha Nallah and improving the environmental conditions around the Haibowal Dairy Complex.
The plant, being developed on 2.5 acres provided by the Punjab Government, is expected to become operational by September 2027. It will scientifically process around 300 tonnes of cattle dung generated every day at the dairy complex, produce nearly five tonnes of CBG daily and generate organic bio-fertiliser.
Mann said the project would directly benefit around 435 dairy owners by creating additional income opportunities under the government’s “Waste-to-Wealth” initiative. He added that scientific utilisation of cattle dung would also create direct and indirect employment opportunities while reducing dependence on chemical fertilisers and supporting organic farming.
Describing the foundation stone-laying ceremony as a milestone under the Budha Darya Rejuvenation Programme, Mann thanked officials of Hindustan Petroleum Corporation Limited (HPCL) for their role in executing the project.
He said the plant would prevent untreated dung and waste from entering Budha Nallah, helping address sewer blockages, reduce water pollution and improve cleanliness in and around the dairy complex.
Mann said more such plants would be established across Punjab to promote green energy and tackle pollution. He also appealed to residents not to discharge untreated water into the state’s water sources.
Expressing concern over Punjab’s deteriorating water quality, the Chief Minister said only 22 per cent of canal water was being used for irrigation when his government assumed office, while the figure had now risen to more than 88 per cent.
He said the government had laid 14,000 kilometres of pipes to take canal water to farmers and would add another 7,000 kilometres by the end of the year. He also claimed that recharge points had been created in canals and rivers, resulting in the recharge of 21 lakh cusecs of water and an increase of two to four metres in water levels.
Mann said the state was also constructing more than 43,000 kilometres of roads, with contractors being made responsible for their maintenance.
On employment, he said more than 69,000 government jobs had been provided to Punjab’s youth on merit, without recommendations or corruption. He said the AAP government did not believe in vendetta politics or registering false cases against political opponents.
The Chief Minister also highlighted the government’s welfare schemes. Under the Mawan Dheeyan Satkar Yojna, he said women aged above 18 were eligible for benefits, with SC women receiving ₹1,500 per month and other eligible women receiving ₹1,000 per month. He said the scheme had a target of more than one crore women and 72.13 lakh beneficiaries were currently receiving its benefits.
Mann also referred to the Mukh Mantri Sehat Yojna, under which, he said, every resident family in Punjab was eligible for cashless medical treatment of up to ₹10 lakh. He claimed that people had so far availed free treatment worth more than ₹937 crore under the scheme.
He said more than 90 per cent of households in Punjab were receiving free electricity and farmers were being supplied power during the daytime.
Taking a political swipe at previous governments, Mann alleged that earlier administrations had announced development projects but diverted funds instead of using them for the state’s development.
He expressed confidence that the Aam Aadmi Party would return to power in Punjab in 2027 and claimed that opposition candidates would lose their security deposits.
Cabinet Minister Aman Arora, while welcoming the Chief Minister, said the Haibowal CBG plant would scientifically process cattle dung from the dairy complex and contribute to environmental protection and the rejuvenation of Budha Darya.
Cabinet Minister Hardeep Singh Mundian, Rajya Sabha MP Sant Balbir Singh Seechewal and other dignitaries were also present.
