The National Investigation Agency (NIA) on Friday filed a chargesheet against two accused in an alleged Pakistan-linked terror conspiracy involving the cross-border smuggling of an improvised explosive device (IED), firearms and heroin for planned attacks in India, including an attempt to target a passenger train.
The chargesheet was submitted before the NIA Special Court in Mohali against arrested accused Shubham Kumar and absconding accused Jasvir Chaudhary. The two have been booked under provisions of the Unlawful Activities (Prevention) Act (UAPA), Bharatiya Nyaya Sanhita (BNS), Explosive Substances Act, Arms Act, Narcotic Drugs and Psychotropic Substances (NDPS) Act and Railways Act.
The case was initially registered by the State Special Operations Cell (SSOC), Amritsar, in February 2026 following Kumar’s arrest. Investigators alleged that he was carrying a live IED concealed inside a metallic case, along with a remote-control device, a foreign-made .30 bore pistol and magazine, 20 live cartridges, heroin and a mobile phone.
The NIA took over the investigation in March 2026. According to the agency, its probe subsequently uncovered a wider conspiracy involving a Pakistan-based handler and operatives in India who allegedly arranged the procurement and movement of explosives, weapons and narcotics through cross-border channels.
The agency alleged that Kumar had been assigned to plant a timer-operated IED on a passenger train with the objective of causing large-scale casualties.
Investigators further found that the alleged conspiracy was not limited to the railway target and included plans for attacks at multiple locations in Punjab and Delhi aimed at causing damage, spreading panic and threatening national security, the NIA said.
The agency said it has collected substantial oral, documentary and digital evidence in support of the alleged conspiracy and the involvement of the accused.
Although the chargesheet was filed within the prescribed statutory period, the investigation remains underway. The NIA is seeking to identify and apprehend other members of the alleged Pakistan-based network and establish the routes allegedly used to smuggle explosives, weapons and narcotics into India.
