The Rajya Sabha was adjourned for the day on Monday after repeated disruptions prevented any legislative business from being conducted, with Opposition members raising concerns over the alleged lathi-charge on protesting students and discussions on key Bills.
When the House reconvened at 5.15 pm, Deputy Chairman Harivansh Narayan Singh announced that a discussion would be initiated on the Prevention of Insults to National Honour (Amendment) Bill, 2026.
Parliamentary Affairs Minister Kiren Rijiju appealed to members to allow debate on the legislation, as well as the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, which was introduced in the Lok Sabha earlier in the day.
Rijiju expressed disappointment that Opposition leaders had not ensured smooth proceedings despite repeatedly highlighting the importance of stronger legislation against unfair practices in examinations. He said the government had sought discussion on the Bills in both Houses of Parliament and that the Business Advisory Committee had already allocated time for debate.
The minister said the government had assured students that a stringent law would be brought in and stressed that both the paper leak legislation and the National Honour Bill required detailed discussion in Parliament.
Rijiju also criticised Opposition members for disrupting proceedings, saying that while leaders claimed they were not being given an opportunity to speak outside Parliament, their members were preventing debate inside the House.
Responding to Rijiju, Leader of Opposition Mallikarjun Kharge said the Opposition was ready for discussion but demanded that Union Home Minister Amit Shah come to the House and make a statement on the alleged police action against protesting students.
As the disruption continued and no agreement was reached, the Deputy Chairman adjourned the House for the day.
Earlier, Rajya Sabha proceedings had been adjourned multiple times amid protests over the Prevention of Insults to National Honour (Amendment) Bill, 2026. The repeated disruptions once again affected legislative work during the ongoing Monsoon Session.
