Raja Warring luring voters by distributing Cash – Khaira writes to ECI, seeks action

Punjabi Ekta Party president and Bathinda candidate Sukhpal Singh Khaira has alleged that Congress candidate Amarinder Singh Raja Warring was luring voters by distributing cash openly.

In a detailed letter to ECI, Khaira has demanded strict action against Warring.

Subject:- Complaint against Congress candidate Amarinder Singh Raja Warring contesting from Bathinda Lok Sabha parliamentary constituency in Punjab for indulging in corrupt practices falling under section 123 (1) Representation of People’s Act 1951.

Respected Sir,
Through this complaint I would like to bring to your kind notice the blatant abuse of election process by Amarinder Singh Raja Warring, sitting MLA from Gidderbaha constituency belonging to the ruling congress party, by indulging in corrupt practices falling under section 123(1) of the Representation of People’s Act 1951.

The incident in question dated 26-05-2019, pertains to a worker of the Aam Aadmi Party namely Tinku Madaan @ Tinku Punjab s/o Om Prakash Madaan Ward No 11 Budladha District Mansa who can be seen being forced and pressurized by Amarinder Singh Raja Warring congress candidate Bathinda Lok Sabha, in presence of a large number of congress workers, to accept Rs 50,000 cash in order to shift his loyalties from Aam Aadmi Party to the Congress party. The video- graphic evidence of the same is circulated widely on social media having been viewed lakhs of times across various platforms. (A copy of the link is annexed herewith as Annexure A-1

Furthermore in a subsequent video the same Tinku Madaan @ Tinku Punjab s/o Om Prakash Madaan Ward No 11 Budladha District Mansa can be seen along with his parents reiterating that Amarinder Singh Raja Warring Congress candidate had in fact handed over Rs 50,000 cash in order to join congress and to support his candidature. Further he says that the money is a gift from Punjab Chief Minister Captain Amrinder Singh. In his own words Tinku can be heard saying that “rakhlo Capt sahib da tofa hai te Raja Warring kehnda rakh la rakh la ghar ayi lakshmi nahi morhhidi”.

In fact his agitated mother is even heard saying that they are not for sale and would not succumb to the bribe being forced upon them because their fight is for the rights of the people. (A copy of the link is annexed herewith as Annexure A-2

The ruling government through its elected MLA Amarinder Singh Raja Warring, is indulging in buying of votes as can be seen clearly from the video annexed as Annexure A1. By doing so Amarinder Singh Raja Warring congress candidate has blatantly and openly violated the code of conduct which came into effect on 9.03.2019. Apart from being a violation of the model code of conduct and a hindrance of free and fair election it is also an offence punishable under the Indian penal code under section 171B, 171C, 171E, 171F and 171H.
Therefore, it is requested that strict action be taken against congress candidate Amarinder Singh Raja Warring contesting from Bathinda Lok Sabha keeping in view the corrupt practices indulged in as mentioned above and he be barred/disqualified from contesting the ongoing Lok Sabha elections. Furthermore, during the pendency of this complainant seeking disqualification of congress candidate Amarinder Singh Raja Warring, it is prayed that he be prohibited from campaigning till a concrete decision is taken by this Hon’ble commission.
