Punjab Govt not in a mood to release Post Matric Scholarship to Dalit Students; GoM didn’t keep its promise

There are 1650 colleges and universities in the state of Punjab which provides quality education to the students. Association of all these colleges is the member of Joint Association of Colleges (JAC). All institutions are committed to provide services to the Dalit students through the Post Matric Scholarship Scheme.

The Post Matric Scholarship is to be reimbursed by the State Government according to the directions of Centre government. State Government has not released the Post Matric Scholarship to the institutions and to the SC students for more than three years. The backlog is as under :

Dr. Jagjit Singh Dhuri, President of Joint Association of Colleges (JAC) said that number of times JAC has requested to state government to release funds but state government has not released a single penny to Dalit students and institutions. JAC’s representatives held a meeting with Group of Ministers in the leadership of S. Manpreet Singh Badal on 11.6.2021.

In the meeting Group of Ministers agreed to reimburse 40% of the pending Post Matric Scholarship amount in three equal installments and said that rest 60% pending scholarship amount is to be paid by Centre Government. State also claimed that they have written to Centre Government to release the 60% amount. State also claimed that it was duty of Centre Government to release scholarship and the delay is on the part of Centre Government.

Dr. Gurmeet Singh Dhaliwal, Chairman, JAC said that fees capping matter was also discussed in the meeting because it was not accepted by JAC that the Post Matric Scholarship to Dalit students is to be distributed at par of government institutions. Even it is social injustice with Dalits.

State government has imposed fee capping according to which only Rs. 16840/- is to be released to B.Ed. students against fee of Rs. 68340/-, only Rs. 8550/- is to be released to D.El.Ed. students against fee of Rs. 40000/- and similarly Rs. 3300/- is to be released to I.T.I. students against fee of Rs. 19000/-.

State Government agreed to settle fees capping issue within one month but now has issued a letter that reimbursement to Dalit students will be only according to the government institutions. Other state students who are studying in Punjab state, are getting full amount of scholarship against the same courses and same colleges from their own state government. It is matter of social injustice and social inequality.

Dr. Anshu Kataria, Co-Chairman, JAC informed that JAC has requested to Sh. Vijay Sampla, Chairman, National Commission for Scheduled Castes to look into the matter and direct state government to release Post Matric Scholarship of 1614.06 crore which also includes maintenance allowance of Dalit students.
