Private Security Agency licensees figure crosses 1000 mark in Haryana

Haryana Police has granted licences to over 1000 private security agencies while 137 licenses have been renewed after the enactment of the Private Security Agencies Regulation Act (PSARA) 2009, in the country.

The Private Security Agency (Regulation) Act (PSARA), 2005 (29 of 2005), was enacted and notified by the central govt. on 15.03.2006, to regulate the working of the private security agencies in the country. Haryana Govt. has further made rules regulating the grant or renewal of license under the act. This act is enforced through a Controlling Authority.

While giving this information here today, Additional Director General of Police (Law and Order), Mr Navdeep Singh Virk, who is also holding the charge of Controlling Authority to grant licenses to private security agencies, said that objective of the act was to fulfil the growing demand of security guards in the country in a regulated manner, and also to provide avenues of employment to our youth. Moreover, a database of private security workforce in the state is also maintained and police uses them as force multiplier to maintain public order in the state.

Giving further details of the status of grant of licences, Mr Virk informed that the Haryana Police had also issued licences to 8 Private Security Training Institute till date. The licences were granted after due verification of character and antecedents of applicant under a transparent process.

A checklist of all documents for private security agencies and private security training institutes had been uploaded on Haryana Police website. The license is issued for a period of five years and can be renewed after adopting the procedure of renewal. He further said that the application formalities for grant of new license or renewal of license are being further simplified and it will be informed to the public very soon.

Mr Virk said that as per the provision mentioned in the Act, no person will carry on or commence the business unless he holds a license issued under this PSARA to have private security agency. In addition, such agencies must have to follow the dress code as private guards cannot wear a uniform similar to that of the police and armed forces. The contravention of provision of said Act is punishable with penalty.

The Controlling Authority cum Additional DGP advised all private security agencies operating in Haryana must strictly follow the PSARA norms.
