Union Parliamentary Affairs Minister Kiren Rijiju on Thursday described the Monsoon Session of Parliament as successful in terms of legislative business but expressed disappointment over the low productivity of both Houses, attributing the disruptions to the Opposition.
Addressing the media after the Lok Sabha and Rajya Sabha were adjourned sine die, Rijiju said Parliament passed 12 Bills during the session, but the level of debate and discussion remained below expectations.
According to the minister, the Lok Sabha recorded productivity of 19 per cent of the allotted time, while the Rajya Sabha registered 39 per cent. He attributed the loss of working hours to repeated disruptions and walkouts by Opposition parties.
Rijiju said the Lower House witnessed substantive debate on only one legislation — the Public Examinations (Prevention of Unfair Means) Bill — which was passed by both Houses after discussion.
The minister blamed the Opposition for repeatedly stalling proceedings and alleged that its conduct prevented Parliament from functioning effectively. He said the government was prepared to answer questions and participate in debates, but Opposition members often chose not to engage in discussions.
“This is the first time I have seen the Opposition shying away from debate,” Rijiju said, adding that such conduct was not healthy for parliamentary democracy.
He also criticised the Congress for its disruptions, saying several newly elected MPs from the party were unable to participate meaningfully in parliamentary proceedings because of repeated protests.
Rijiju said the Monsoon Session did not meet public expectations and expressed hope that the Opposition would adopt a more constructive approach when Parliament reconvenes for the Winter Session.
The minister’s remarks came amid concerns raised by political observers and constitutional experts over the passage of important legislation with limited debate and discussion.
