The Rajya Sabha was adjourned for the day on Tuesday after repeated disruptions by Opposition members demanding a discussion on the alleged police action against student protesters in Delhi and raising objections over the proposed Vande Mataram Bill.
The uproar resumed when the House reassembled after its first adjournment, with Opposition MPs pressing for a debate on the alleged police excesses during the July 20 student protest linked to the NEET paper leak controversy.
Amid the protests, Union Minister for Micro, Small and Medium Enterprises Jitan Ram Manjhi introduced the MSME Development (Amendment) Bill, 2026, which seeks to amend the 2006 legislation to strengthen support for micro, small and medium enterprises.
However, slogan-shouting by Opposition members continued throughout the introduction of the Bill, with MPs alleging police brutality against student protesters. Despite the disruptions, the Bill was formally introduced in the House.
Deputy Chairman Harivansh repeatedly appealed to members to maintain order, reminding them that parliamentary proceedings could continue only in a conducive atmosphere. As the protests persisted and normal business became impossible, he adjourned the House for the day. The Rajya Sabha will now reconvene at 11 a.m. on Wednesday.
Earlier in the day, Chairman C.P. Radhakrishnan had also appealed to members to maintain decorum, stating that issues of public importance could be raised with the Chair’s permission. However, Opposition members continued their protests, insisting that Union Home Minister Amit Shah address the House on the issue of police action against the student demonstrators.
Before the disruptions intensified, the House completed routine business. Ministers Anupriya Patel, B.L. Verma, Shantanu Thakur and Harsh Malhotra laid papers on the Table of the House, while MP Sumitra Balmiki presented reports of the Department-related Parliamentary Standing Committee.
Ministers of State Pankaj Choudhary and Nimuben Jayantibhai Bambhaniya also made statements relating to their respective ministries before the proceedings were overshadowed by the Opposition’s protests.
