Haryana Govt deputes 22 IAS Officers, Administrative Secretaries as in-charges of Districts

Haryana Government has deputed 22 IAS Officers/Administrative Secretaries as in-charges of the districts to perform various duties including chairing the District Public Grievances Committee whenever the nominated Chairperson cannot attend, look after various works pertaining to Infrastructure projects, E-Governance, progress of important Central and State Schemes, Law and Order and COVID-19. While, the officers have been deputed to perform the above mentioned duties in addition to their present duties.

Mr. Sanjeev Kaushal, Additional Chief Secretary and Financial Commissioner, Revenue and Disaster Management and Consolidation Departments and Additional Chief Secretary, Cooperation Department has been deputed as the in-charge of Faridabad district.

Mr. Varinder Singh Kundu, Additional Chief Secretary, Fisheries Department, Chief Executive Officer, Gurugram Metropolitan Development Authority, Gurugram and Chief Executive Officer, Faridabad Metropolitan Development Authority, Faridabad has been deputed as the in-charge of Rewari district.

Mr. Pranab Kishore Das, Additional Chief Secretary, Food, Civil Supplies and Consumer Affairs Department, has been deputed as the in-charge of Kaithal district.

Mr. Alok Nigam, Additional Chief Secretary, PW (B&R) and Architecture Department and Additional Chief Secretary, Medical Education and Research Department, has been deputed as the in-charge of Bhiwani district.

Mrs. Dheera Khandelwal, Additional Chief Secretary, Information, Public Relations and Languages Department and Additional Chief Secretary, Environment and Climate Change Department, has been deputed as the in-charge of Jind district.

Mr. Devender Singh, Additional Chief Secretary, Public Health Engineering Department, Additional Chief Secretary, Agriculture and Farmers Welfare Department and Additional Chief Secretary, Irrigation and Water Resources Department, has been deputed as the in-charge of Karnal district.

Mr. Trilok Chand Gupta, Additional Chief Secretary, Power Department, Additional Chief Secretary, Employment Department, Works related to implementation of C.M. announcements, Additional Chief Secretary, New and Renewable Energy Department, Member Secretary, Haryana Governance Reforms Authority and Additional Chief Secretary, Housing Department, has been deputed as the in-charge of Yamunanagar district.

Mr. Amit Jha, Additional Chief Secretary, Science and Technology Department, Advisor, Haryana Saraswati Heritage Board and Additional Chief Secretary, Women and Child Development Department, has been deputed as the in-charge of Sonipat district.

Mr. Siddhi Nath Roy, Additional Chief Secretary, Urban Local Bodies Department, has been deputed as the in-charge of Hisar district.

Mr. Mahavir Singh, Additional Chief Secretary, School Education Department and Additional Chief Secretary, Labour Department, has been deputed as the in-charge of Jhajjar district.

Mr. Sudhir Rajpal, Principal Secretary, Development and Panchayats Department, has been deputed as the in-charge of Palwal district.

Mr. Ankur Gupta, Principal Secretary, Higher Education Department and Principal Secretary, Technical Education Department, has been deputed as the in-charge of Charkhi Dadri district.

Mr. Anurag Rastogi, Principal Secretary, Excise and Taxation Department, has been deputed as the in-charge of Gurugram district.

Mr. Anand Mohan Sharan, Principal Secretary, Mines and Geology Department, Principal Secretary, Social Justice and Empowerment Department and Principal Secretary, Welfare of Scheduled Castes and Backward Classes Department, has been deputed as the in-charge of Panchkula district.

Mr. Raja Sekhar Vundru, Principal Secretary, Animal Husbandry and Dairying Department, has been deputed as the in-charge of Mahendragarh district.

Mr. Ashok Khemka, Principal Secretary, Archives, Archaeology and Museums Departments, has been deputed as the in-charge of Nuh district.

Mr. Vineet Garg, Principal Secretary, Skill Development and Industrial Training Department, has been deputed as the in-charge of Fatehabad district.

Ms. G. Anupama, Secretary to Governor, Haryana, Chief Administrator, Trade Fair Authority of Haryana, New Delhi, Principal Secretary, Forests and Wildlife Department and Nodal Officer, International Gita Mahotsav, 2020, has been deputed as the in-charge of Kurukshetra district.

Mr. Apoorva Kumar Singh, Principal Secretary, Town and Country Planning and Urban Estates Department, Principal Secretary, Industries and Commerce Department and Principal Secretary, Civil Aviation Department, has been deputed as the in-charge of Panipat district.

Mrs. Deepti Umashankar, Principal Secretary, Monitoring and Coordination Department and Commissioner, Ambala Division, Ambala, has been deputed as the in-charge of Ambala district.

Mr. Vijayendra Kumar, Principal Secretary, General Administration Department, Chief Executive Officer, Haryana Saraswati Heritage Board, Principal Secretary, Sainik and Ardh Sainik Welfare Department and Principal Secretary, Administrative Reforms Department, has been deputed as the in-charge of Sirsa district.

Mr. Rakesh Gupta, Project Director, Chief Minister’s Good Governance Associates Programme, Nodal Officer, Beti Bachao Beti Padhao, Director General and Secretary, Skill Development, Industrial Training and Employment, Department, has been deputed as the in-charge of Rohtak district.

Sharing more details about the roles and responsibilities of the Administrative Secretaries-in-Charges, an official spokesperson said that they will chair the District Public Grievances Committee whenever the nominated Chairperson cannot attend due to administrative or other reasons.

They will also monitor the progress of disposal of complaints under CM Window which is a Grievances Redressal and Monitoring system of the State Government. Public grievances are registered at the CM Window counters online and the citizens get the SMS on their mobile phones with the grievance redressal online. CM Window is implemented at all Districts at e-Disha Kendras and Sub-Division Offices to redress the grievances of the common citizen.

The Administrative Secretaries will monitor the overall progress of disposal of the same with special attention to instances of delay including the pinpointing of officers who exhibit delay in disposal. Besides this, they will also monitor progress of all infrastructure projects of a value greater than Rs. 50 crores and will also follow up all important pending matters at State Head Quarter.

Administrative Secretaries-in-Charges will also monitor flagship e-Governance projects of various departments i.e. Agriculture (MFMB, e-Kharid and PMFBY), Revenue (e-Girdawri, Web HALRIS and Drone based survey), Citizen Resources Information Department (Parivar Pehchan Patra), Administrative Reforms, Information Technology (Antyodaya SARAL and Parivartan), Health (Aadhar linked Birth and Death registration), Public Grievances (CM Window), Social Justice and Empowerment (Disbursal of pensions/benefits through DBT), Large Infrastructure projects (E-PMS), Litigation Management System.

They will also monitor the implementation of projects/schemes which have substantial financial allocation involving a large number of beneficiaries in the districts allocated to them. If required, they may follow-up important issues/bottlenecks with the concerned Administrative Secretary/Head of Department at the State Head Quarter.

The Administrative Secretaries-in-Charges will monitor efforts to contain COVID-19 situation in the district with special attention to hot-spots/containment zones.

They will also review and monitor the Law and Order situation of the district, with special emphasis on cases registered under POSCO Act, Cases referred to by NHRC/SHRC and Heinous Crimes (like murder, dacoity, rape etc.), crime against the vulnerable sections of the society i.e. Women and Scheduled Castes.
