While declaring the process adopted by the government for constitution of the General House of the Delhi Sikh Gurdwara Management Committee (DSGMC) as illegal, Mr Inder Mohan Singh, Expert in Delhi Gurdwara Affairs said that as per Gurdwara rules, the meeting for election of the Executive Board of DSGMC is mandatory to be called within 15 days of issue of Gazette Notifications of all the 55 members of the House, whereas in the present scenario the Director Gurdwara Elections has issued a meeting notice yesterday on January 18 in a haphazard way although the 55 members House has not been completed due to non-issue of Gazette Notification of Co-option of one Singh Sabha President.
While citing Delhi Gurdwaras Act 1971, Mr. Inder Mohan Singh said that the President of Singh Sabha Gurdwara can be co-opted in the DSGMC only if he is the President of an existing Singh Sabha Gurdwara, whereas as per information available, no Singh Sabha Gurdwara exists in Trans-Yamuna Shankar Vihar area in respect of the President chosen in draw of lot held recently on January 5, 2022 and this matter has gone in legal tangles.
Mr Inder Mohan Singh said that although 15 days time is allowed for conduct of meeting for the Executive Board but the Election Director issued meeting notice yesterday on January 18, 2022 thereby fixing the date of DSGMC Executive Board elections only after 3 days on January 22, 2022.
He said that the Jathedars of far flung Takhat Sri Hazur Sahib, Takhat Sri Patna Sahib, Takhat Sri Kesgarh Sahib and Sri Akal Takhat Sahib, Sri Amritsar have been served with a government notice to attend the meeting in a very short span of time, whereas they may not be able to reach Delhi due to their pre-occupations.
Mr Inder Mohan Singh has asked the government about its intention to conduct the Executive Board election on January 22 whereas the entire Delhi will be under week-end curfew on that day due to Covid, as such whether the movement of all the 55 members and their supporters from their residences to the meeting venue will not amount to violation of the Covid guidelines.
He made an appeal to the Gurdwara Director to adhere to the prescribed rules and regulations and only after completion of 55 members House, fix such date for elections when there is no restriction on the movement of public.
