Delhi government is fully responsible for holding election of the Executive Board of the Delhi Sikh Gurdwaras Management Committee (DSGMC) in an illegal manner recently on January 22, 2022. While giving reactions in this regard, Mr Inder Mohan Singh, Expert in the Delhi Gurdwara Affairs said that the Delhi Sikh Gurdwaras Act 1971 provides that the meeting for elections of the Executive Board is to be presided over by the Director Gurdwara Elections who is also given powers to postpone such meeting in case of any compelling circumstances.
He said that the Pro-tempore Chairman appointed for the purpose of holding election of the DSGMC President is only a part of the election process and therefore he has no power to preside over the meeting in any way. While elaborating the sequence of the said meeting process, Mr. Inder Mohan Singh said that the Director Gurdwara Elections was fully empowered to adjudicate the objection of members in respect of casting of a vote by a member after displaying its identity.
But by shirking away from his responsibility and duty, the Director Gurdwara Elections illegally transferred his powers to the pro-tempore Chairman which created tense atmosphere due to which the election process was stalled for 12 hours from 11 am to 11 pm.
Mr Inder Mohan Singh said that it is for the first time in the history of the DSGMC where on the Orders of the Director Gurdwara Election one-sided elections were allowed to be held by 30 members of Badal group in the absence of Sri Guru Granth Sahib ji by forcefully removing 21 members of the opposite faction out of the meeting hall by armed police and para-military forces.
He said that during last 50 years, the DSGMC Executive Board were never held in the absence of Sri Guru Granth Sahib. Mr Inder Mohan Singh asked the Director Gurdwara Election Mr. Narinder Singh about his intension for not adjudicating only one objectionable vote for a long stint of 12 hours and why meeting was not postponed if the atmosphere was not conducive for holding of elections ?
He asked that although the said illegal one-sided election process was completed in the wee hours at 2 am on January 23, 2022, but why the Director Elections in so hurry that he opened his office for whole night to prepare notification of election results and within hours got it printed in Delhi Gazette on Sunday thereby giving legal shape to his illegal acts ?
Mr Inder Mohan Singh said that a delegation of the Dashmesh Sewa Society led by him in the capacity of the General Secretary alongwith its Secretary Varinder jit Singh Nagi and Legal Advisor Kulwinder Singh filed complaint with the Union Home Minister, Central Vigilance Commission, Delhi government’s Lt. Governor, Chief Minister, concerned Minister, Special Secretary of Vigilance Department and Public Grievances Commission demanding therein to initiate vigilance inquiry against the Director Gurdwara Elections Mr Narinder Singh for his unlawful activities and also to conduct the DSGMC Executive Board afresh under the control & supervision of a retired Judge.
