while declaring the act performed by the Director Gurdwara Election during the elections of the Executive Board of the Delhi Sikh Gurdwara Management Committee (DSGMC) as doubtful, Mr Inder Mohan Singh, Expert in the Delhi Gurdwara Affairs said that a meeting of all the 55 members of the DSGMC was called by the Director Gurdwara Elections on yesterday January 22 at 11 a.m. to administer Oath to the members and also for holding of elections of the DSGMC’s Executive Board.
He said that in order to conduct election of President between two candidates Paramjit Singh Sarna and Harmeet Singh Kalka as per rules, one member of Badal Group Gurdev Singh was chosen as Pro-tempore Chairman whereas the newly elected President was required to hold election of other office-bearers and members of the Executive Board of the DSGMC.
He said that as per available information, after casting of only one vote a defected member of Sarna group tried to cast his vote by openly showing it to other members, which was strongly objected by the Sarna group who asked the Pro-tempore Chairman to cancel this vote. But the Pro-tempore Chairman did not agree to it and the further election process remained stopped for about 12 hours till midnight due to this dispute.
Mr Inder Mohan Singh said that although Director Gurdwara Election Mr Narinder Singh was present during the entire course of meeting from morning to midnight, but he acted as silent spectator and neither gave any directions to the Pro-tempore Chairman to settle dispute as per rules nor issued any Order to postpone the meeting in view of the deteriorating law and order situation.
Whereas as per Gurdwara Act, the entire proceedings of the said meeting was to be conducted under the supervision and control of the Director Gurdwara Elections and the power to postpone the meeting in such compelling circumstances only vest with the said Director.
Mr Inder Mohan Singh asked the Delhi Government that whether the uniformed Police was deployed in the presence of Sri Guru Granth Sahib ji by the Director Gurdwara Elections and whether under his instructions the members of Sarna Groups were forcefully taken out of the meeting hall and one-sided elections were allowed by the said Director at 11 p.m. midnight ?
Mr Inder Mohan said that the earlier acts of the Director Gurdwara Election were also entirely illegal with regard to his nominating the alleged President of Singh Sabha of Gurdwara Sri Guru Singh Sabha of Trans-yamuna area of Shankar Vihar where no such Gurdwara Exists, haphazadlly calling Executive Board elections before completion of the Co-option process by giving a very short notice of 3 days also on a day when Delhi was under Week-end Curfew.
He has made an appeal to the Central Home Minister, CVC, Lt. Governor, Chief Minister and other concerned Departments to immediately initiate Vigilance inquiry in this matter.
