Dhuri minor Rape case: Sangrur Police files Challan against accused

Acting quickly on the orders of Chief Minister Captain Amarinder Singh, the Punjab Police on Tuesday filed the chargesheet against the accused in the Dhuri school minor rape case, within a week of the incident that had sent shock waves across the state.

The challan was filed in the court of Sessions Judge Sangrur today, immediately after the DNA test report on accused Kamal Kumar was received from FSL Mohali in the case (FIR No. 95 dated 26.05.2019 u/s 363,376,376AB,201IPC,6,21(2) POCSO Act 2012 and u/s 75 Juvenile Justice Act. 2015 PS CITY DHURI).

Kamal Kumar was arrested on May 26, soon after the Dhuri police received a complaint from Civil Hospital Dhuri regarding the sexual assault of a 5-year-old school girl. ASI Malkit Singh reached the hospital and on the statement of victim’s father, a case was promptly registered under u/s 363,376 and 6 POSCO Act, 2012. Medical examination of the victim was carried out and her swab samples, blood samples, clothes etc were sent to the FSL Mohali.

Meanwhile, given the gravity of the crime, SHO PS City Dhuri SI Ravinder Kaur took over the investigation and added sections 376AB and 21(2) POCSO Act 2012 to the FITR. Kamal Kumar, who was arrested the same day, was remanded to police custody the next day, when members of the school Management – Tarsem Chand, Jiwan kumar Jain and incharge of the school Babita Rani, were also arrested.

A Special Investigation Team (SIT) headed by SP (PBI) Gurmeet Singh P.P.S with members DSP (SD Dhuri) Mohit Kumar Agarwal PPS, INSP. Gurmeet Kaur (Incharge Police Training School, Police Line Sangrur), SHO PS City Dhuri and SHO PS SDR Dhuri was formed under the supervision of SSP Sangrur.

During investigation, SIT added offences U/S 201 IPC, 75 Juvenile Justice ACT 2015.

The SIT obtained one day police remand of the Management members and also visited the crime scheme. A site map was prepared and DVR of the school’s CCTV cameras and various documents were taken into police custody, along with the victim’s clothes, birth record, admission record, parent-teacher meeting record etc. The mobile phone of the accused was also taken into custody, and the DVR and the phone were sent to State Cyber Cell, Mohali for forensic analysis.
