Aided Colleges Management Federation condemns Panjab University Chandigarh’s ‘dictatorial posturing’

Senators acting as ‘super command centres’

Non-Government Aided Colleges’ Managements, Punjab & Chandigarh, today strongly condemned the ‘dictatorial posturing’ of Punjab University, Chandigarh. They alleged that the Senators of the Varsity are acting as ‘super command centres’, who are arbitrarily interfering into day to day functioning of the Colleges.

Citing an example the office bearers of the Aided Colleges management Federation including President Rajinder Mohan Singh Chhina, vice president Ramesh Kumar Kaura, general secretary SM Sharma stated that said the Varity debarred students of RSD College, Ferozepur to participate in 64th Inter-Zone Youth Festival organized at Dev Samaj College of Women, Ferozepur from November 3 to 5, 2023.

“Hundreds of the innocent students were left in the lurch and made the scapegoat for no fault of their own. Even if PU has certain issues with the Management of the College, how come they are making students their target”, asked Chhina in a hard hitting statement here. He added that University authorities should not involve the students for settling the score with the Management of the College.

“University authorities must not act in a dictatorial manner ignoring humane approach”, said he adding that a university inspection team comprising of select Senators visited RSD College, Ferozepur thrice for fact finding but could not settle the issue at the cost of the College and much to the annoyance of the College Management.

Kaura and Sharma stated that clearly, the vote bank politics of the Senate and Syndicate members of the University is at the back of this unpleasant developments taking place in view of the ensuing Senate elections next year. It appears as if not the PU’s competent authorities but the Senators and Syndics are running administration of the Varity.

The office-bearers said there are clear indications of deterioration in the administrative standard of the University. There are many instances when the Senators and Syndics get their dictates implemented through the letters issued from any office of PU. The Federation, the representative body of 142 Colleges asked the University to play constructive role to enhance the academic standards.

“There should not be a room for vote bank politics. Senators and Syndics must not be sent to the Colleges for any type of inspections or enquiry because they have vested interests”, they alleged adding that there should be representatives from Management Federation on the Panels too.

They said a perusal of the inspections made in the last three years would clearly reveal that only a chosen few persons have been favoured by the University to perform this duty. A Senate member from Ludhiana visited Devki Devi Jain Memorial College for Women, Ludhiana and threatened Management to toe their line else they will see to it that the College is disaffiliated from the University and grant is stopped.

Who has allowed Senators to use their undue influence like this”, asked they adding that Senators stay put in the University Guest House for weeks together and they justify their teaching assignments in their respective Colleges. They too must have to follow the UGC guidelines of teaching a stipulated number of days in the colleges and there is no check on them.

They further added that the Colleges are facing acute financial crunch but they are forced to pay hefty fee to the Inspection and Enquiry Committee members ranging from Rs 2000/- to Rs 5000/- per person much against the rules besides TA and DA etc. Why the University should not reimburse such expenses especially when the private aided colleges are paying huge fee to the University under various heads of charges in routine.
