Thirty-three out of 37 State and Union Territory legislatures have signed Memoranda of Understanding (MoUs) for implementing the National e-Vidhan Application (NeVA), Minister of State for Parliamentary Affairs L. Murugan informed the Rajya Sabha on Monday.
Replying to a question in the Upper House, Murugan said that 21 legislative houses have already been transformed into digital legislatures under the NeVA project.
The minister clarified that the digitalisation of the two Houses of Parliament does not fall under the scope of the NeVA initiative.
Murugan said the e-governance platform has improved the efficiency of legislative functioning by enabling electronic processing of legislative business. The system has reduced dependence on paper-based procedures, accelerated the processing and circulation of legislative documents, improved access to legislative information and helped reduce expenditure on printing, handling and storage.
The minister said NITI Aayog conducted a mid-term evaluation of the NeVA project, which highlighted improvements in legislative workflows and reduced paper usage following the adoption of the digital platform.
The evaluation report also noted that better coordination between legislatures and government departments has helped speed up legislative processes, while the NeVA public portal provides real-time access to legislative documents.
According to Murugan, capacity-building measures, including the establishment of NeVA Seva Kendras, have supported wider adoption of the platform by providing technical assistance and training to stakeholders.
He added that the application is upgraded periodically based on user feedback and operational requirements. The platform has also been migrated to the secure NIC MeghRaj 2.0 cloud infrastructure to strengthen cybersecurity.
The minister said integration with BHASHINI has enabled text-to-text translation of public portal content, improving accessibility across languages. He added that NeVA has been designed as a device-agnostic platform, allowing interoperability across devices.
The system includes role-based dashboards and workflow-based electronic processing facilities to ensure coordination among legislators, legislative secretariats and government departments.
